Ban Ve Hydropower Plant regulates reservoir with large discharge flow

Faced with the risk of major floods, on the evening of July 22, the People's Committee of Nghe An province issued an urgent notice that Ban Ve Hydropower Plant, the largest hydropower project in the North Central region, was regulating its reservoir with a large discharge flow.

According to the Urgent Notice of Nghe An Provincial People's Committee, at 9:00 p.m. on July 22, the water flow upstream of Ban Ve Hydropower Reservoir reached 9,543 m³/s, nearly reaching the peak flood flow of 10,500 m³/s.

Faced with this situation, Ban Ve Lake is cutting and reducing floods with a water discharge flow downstream of ^1,727m3 /s and is expected to increase in the coming time.

Nghe An Provincial People's Committee requested relevant departments, branches and sectors, especially the Provincial Military Command, Provincial Police, and local authorities in the downstream areas of Ban Ve Hydropower Plant to urgently deploy response measures.

In particular, it emphasized the urgent mobilization of all forces and means to support the evacuation of people and assets to safe places; ensuring smooth communication and timely reporting to the Provincial People's Committee, the Provincial Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense, and relevant agencies when situations and incidents occur.

Ban Ve Hydropower Plant is the largest hydropower project in Nghe An province and the North Central region, with a designed capacity of 320MW. The reservoir has a basin area of ​​more than 8,700km², spanning the communes of Luong Minh, Huu Khuong, Nhon Mai...

In addition to its power generation tasks, Ban Ve also plays a particularly important role in flood regulation, water supply for daily life, production, saltwater intrusion prevention and ensuring water security for the downstream of the Ca River - especially during heavy rains and floods.

Faced with the complicated developments of floods caused by storm No. 3 in Western Nghe An, Deputy Prime Minister Tran Hong Ha signed and issued Official Dispatch No. 119/CD-TTg dated July 22, 2025 on focusing on emergency response to floods in the Ca River basin (Lam River), emphasizing the need to synchronously and urgently deploy measures to ensure the safety of people's lives and property and protect the safety of the dyke system, irrigation and hydropower dams in Nghe An province, especially the Ban Ve hydropower dam.

On the morning of July 23, many highland communes in Nghe An province were deeply submerged in water. In the face of complicated developments of floods, local authorities and functional forces have been directing and implementing response and recovery work.

Also on the morning of July 23, comrade Le Hong Vinh, Chairman of Nghe An Provincial People's Committee, directly went to the communes in the Western region to inspect and direct the response to floods caused by storm No. 3.

According to a leader of Muong Xen commune, Nghe An province, this historic flood caused many areas in the commune to be deeply submerged. During the night, functional forces worked all night to help people respond. By the morning of July 23, most of the center of Muong Xen commune was still submerged in floodwater, areas were isolated. Some areas in Muong Xen commune could not be contacted, so damage statistics could not be calculated. It is known that the flood in Muong Xen peaked at around 4 a.m. this morning, currently in some high areas the water has begun to recede, people are taking the opportunity to clean up their houses and overcome the consequences...

Regarding the flood situation in the highlands of Western Nghe An province, many communes and villages have had their communications interrupted. National Highway 7A to the highlands of Nghe An is being interrupted due to the rising water level of the Lam River, causing serious traffic congestion. In many places, authorities have had to use boats to move around.
