Solving the teacher shortage at the beginning of the new school year
In the new school year 2025-2026, Nghe An is short of more than 4,000 teachers. Specifically, preschool level is short of 1,579 teachers; at the general level, primary level is short of 1,198 teachers, secondary school is short of 942 teachers and high school is short of 463 teachers.
In addition, there is a shortage of teachers and a local surplus or shortage of teachers in many localities. The transfer and rotation of teachers between communes is still difficult due to the uneven ratio of teachers between communes and the small size of communes making it difficult to transfer.
In order to promptly ensure a shared team of teachers and staff for the 2025-2026 school year, while waiting for the issuance of legal documents on assignment and decentralization, the Provincial People's Committee has assigned responsibility to each relevant unit in implementing personnel management of educational institutions from preschool to secondary school.

Accordingly, on August 26, the Provincial People's Committee issued Document No. 8357/UBND - TH on the implementation of recruitment, reception, mobilization, secondment, and transfer of teachers and civil servants in the Education sector in the province.
Specifically, the People's Committee of Nghe An province assigned the Department of Education and Training to use secondment to arrange inter-school teaching, transfer teachers, civil servants and employees in public educational institutions in the province according to regulations; arrange human resources in the education sector to best prepare for the new school year 2025 - 2026.
In addition, preside over and coordinate with units and localities to review and propose competent authorities to decide or decide under their authority (if any) on adjusting the staffing for the 2025-2026 school year of educational institutions to carry out the recruitment and reception of teachers, civil servants and workers, to be completed before September 20, 2025.
At the same time, carry out recruitment and admission within the assigned number of positions in the province in 2025 to arrange for facilities lacking teachers, to be completed before November 30, 2025.
The Department will also study and issue written authorization and assignment to educational institutions and the Chairman of the People's Committee at the commune level in issuing decisions on ending probation, increasing salaries and allowances beyond the framework, deciding on retirement, termination of employment, deciding on transferring and appointing managers of educational institutions, deciding on assigning civil servants to work inter-school in educational institutions (after implementing the Department's secondment plan) in the area under its management.

According to the guidance document of the People's Committee of Nghe An province, in case the recruitment of civil servants has not been carried out, based on current regulations, the Department of Finance and the People's Committee at the commune level will consider and arrange funding for educational institutions to sign labor contracts to ensure staff for the new school year.
Commune-level People's Committees shall pay attention to and promptly direct educational institutions to implement replacement contracts in cases of sick leave, maternity leave, retirement, resignation, or contracts within the payroll quota or unused labor contract quota to ensure the addition of teachers, staff, and workers lacking in educational institutions.

Previously, in early July 2025, the Department of Education and Training sent a document requesting the People's Committee of Nghe An province to base on Decree No. 142 of the Government and related regulations, on the basis of local reality to consider assigning authority to perform personnel work in the Education and Training sector, in time to prepare for the new school year from August 15, 2025.
At the same time, it is necessary to unify the work of appointing, mobilizing, rotating, using, recruiting, and seconding teachers among educational institutions not in the same commune.
In 2025, Nghe An education sector was assigned 43,094 positions and the current position in localities is 41,622 people. Therefore, the province currently has 1,472 positions, of which 500 are in preschool, 481 are in primary school and 491 are in secondary school. This quota has been allocated by the Provincial People's Council and People's Committee to the old districts.
At the conference to summarize the 2024-2025 school year and deploy tasks for the 2025-2026 school year, Mr. Thai Van Thanh - Director of the Department of Education and Training of Nghe An said that the Department's viewpoint on mobilizing and transferring teachers is that within 5 years, teachers will not be mobilized or transferred. The purpose is to give teachers time to deeply understand the psychology, characteristics of learners, family circumstances of students as well as educational conditions in the locality.
The transfer creates conditions for teachers to work near home, stabilize their lives and teach. In addition, the Department also has the view of transferring core teachers and core professionals from places with a lot of them to places with shortages and weaknesses. This is also a factor to ensure fair access to education for students. The transfer period is not "rigidly" regulated within 3-5 years, but according to the assigned tasks. If teachers arrive at the transfer location, have effective educational management and teaching measures, promote their capacity, and complete their tasks early, they will be able to return to their old school.
