Monitoring data shows that at 1:00 p.m. on September 12, the upstream water level of Tuyen Quang Lake was at 117.25 m; the inflow to the lake was 2,031 m 3 /s, the discharge was 2,459 m 3 /s.

Implementing the inter-reservoir operation process on the Red River basin in Decision No. 740/QD-TTg of the Prime Minister, the Minister of Agriculture and Rural Development ordered the Director of Tuyen Quang Hydropower Company to close another bottom spillway gate of Tuyen Quang Hydropower Reservoir at 2:00 p.m. on September 12.

The Ministry of Agriculture and Rural Development also requested Tuyen Quang Hydropower Company to closely monitor the developments of rain and floods, safety of works, flow to the reservoir, water levels upstream and downstream of the reservoir, and promptly report to the Ministry of Agriculture and Rural Development and relevant agencies according to regulations.

So far, in the Red River basin, Tuyen Quang hydropower reservoir only has 2 bottom spillway gates open, while Thac Ba hydropower reservoir still maintains 3 surface spillway gates open. The reduction of flood discharge by hydropower reservoirs will help reduce water flow to the downstream of the Red River in the coming time.

Also on the afternoon of September 12, the Ministry of Agriculture and Rural Development sent an official dispatch to the People's Committees of the provinces and cities of Tuyen Quang, Phu Tho, Vinh Phuc and Hanoi requesting the implementation of measures to ensure downstream safety when the Tuyen Quang hydropower reservoir operates to regulate floods.
