Low disbursement rate
According to the report, the total investment capital in 2024 of Tien Phuoc district is 236.5 billion VND; by August 30, the disbursement reached 98 billion VND (41.4% of the plan).
Currently, there are many public investment projects in Tien Phuoc district. The Cay Coc Struggle Memorial Project (Tien Tho commune) has a total investment of 30 billion VND, the implementation period is 2021 - 2023 but due to slow progress, the Provincial People's Committee has extended the project to the end of 2024.
Tien Phuoc District People's Committee has established a plan for compensation, support and resettlement for 5 households whose land and houses have been affected. Up to now, many households have received compensation but have not yet agreed on resettlement locations.
Mr. Tram Que Huong - Chairman of Tien Phuoc District People's Committee committed to completing the central stele house by September 30 and the reception house by December 31.
From now until the end of the year, it is expected that an additional 2 billion VND will be disbursed. The remaining capital is proposed by the Provincial People's Committee to be extended to 2025 or transferred to other projects with payment volume.
In addition, the project to promote the value of the Huynh Thuc Khang Memorial House (Tien Canh commune) is also behind schedule. Tien Phuoc District People's Committee committed to completing site clearance by December 31, 2024 and completing the project by March 20, 2025.
Mr. Tram Que Huong said that the disbursement of public investment capital by August 30, reaching 41.4%, was lower than planned. The reason was that investment procedures for some projects were slow, leading to slow disbursement.
The land acquisition work is stuck but has not been resolved in a timely manner. The management of the current status, agreement on compensation price for land acquisition, and confirmation of land use origin still have many problems.
Contractors have lost financial capacity, leading to many projects being behind schedule. The progress of projects under the district-level new rural criteria is still slow, and many transitional projects have yet to receive disbursement...
Speed up disbursement
Mr. Pham Van Doc - Secretary of Tien Phuoc District Party Committee requested the district's agencies and departments to shorten the time for reviewing project documents and procedures as much as possible.
Investors must review projects with low disbursement rates and focus on settlement as soon as the volume of work is completed. Communes and towns must step up propaganda and mobilize people to agree on land acquisition.
For completed projects and works put into use, promptly prepare documents and procedures to submit to the settlement audit agency according to regulations.
Investors focus on checking and proposing projects that are not able to disburse funds to switch to projects that are able to disburse funds. "The whole district has raised the responsibility of leaders to speed up the disbursement of capital plans for projects," said Mr. Doc.
Mr. Tram Que Huong said that currently, Tien Phuoc has focused on mobilizing and integrating many capital sources to implement programs and projects, especially focusing on speeding up the progress of implementing new rural district construction projects.
Tien Phuoc still has many urgent projects that need investment but resources have not been balanced. In addition, through review, the district's basic construction debt is still very large, the district's budget resources are limited, the progress of land exploitation is slow, and mobilizing resources outside the budget is difficult.
The District People's Committee proposed that the Provincial People's Committee consider and support the district with a part of the budget to pay off debts, pay off the volume, speed up the progress of projects that have been settled, have large debts and urgent projects that need investment of about 76 billion VND.
Vice Chairman of the Provincial People's Committee Tran Nam Hung agreed with the plans and solutions to accelerate public investment disbursement of Tien Phuoc district and requested the Tien Phuoc district People's Committee to make a commitment to send to the Provincial People's Committee for monitoring, urging, and directing the resolution of arising problems. Assign comrades in the Standing Committee of the District Party Committee to inspect the progress of projects every week and hold meetings to give appropriate instructions.
“The entire political system of Tien Phuoc district must take more drastic and urgent measures to accelerate the disbursement of public investment. By December 31, Tien Phuoc needs to disburse 100% of the capital to implement target programs, transferred capital and 2023 capital, which can be extended to 2024,” emphasized Vice Chairman of the Provincial People's Committee Tran Nam Hung.
