Ensuring safety of ships and dike systems to respond to storm No. 10 and floods

On September 27, the Ministry of Agriculture and Environment issued Document No. 7339/BNNMT - DD to the People's Committees of Da Nang, Quang Ngai, and Gia Lai provinces and cities, urgently calling on ships operating in the central East Sea to move to avoid the storm.

According to the report of the Border Guard's Civil Defense, Disaster Prevention and Search and Rescue Command, as of 6:00 a.m. on September 27, there were 143 ships/1,335 people operating in the central East Sea area, including Hoang Sa special zone, specifically: Da Nang 39 ships/323 workers; Quang Ngai 69 ships/767 workers; Gia Lai 35 ships/245 workers.

The Ministry of Agriculture and Environment requests the People's Committees of provinces and cities to urgently mobilize all forces and means to call on and guide boats to avoid the storm or take coercive measures to bring the above-mentioned boats to shore for anchoring. The People's Committees of provinces and cities are fully responsible to the Prime Minister for ensuring the safety of boats and strictly implementing the contents of the Prime Minister's Official Dispatch No. 173/CD-TTg dated September 26, 2025.

The Ministry of Agriculture and Environment also requested the Vietnam News Agency, Vietnam Television, Voice of Vietnam , the Coastal Information Station System and mass media agencies to immediately broadcast and report on the above-mentioned vessels so that people, vessel owners and local authorities know and promptly move to avoid the storm, ensuring the safety of life and property./.

On the same day, the Ministry of Agriculture and Environment issued Document No. 7240/BNNMT-DD to the People's Committees of Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, and Da Nang provinces and cities on the implementation of work to ensure the safety of the dike system in response to storm No. 10 and floods.

Accordingly, storm No. 10 currently operating in the East Sea is a strong storm (level 11-12, gusts of level 15), with a wide range of influence, moving very quickly towards the mainland (about 35km/h). According to forecasts, from the afternoon of September 28, coastal areas from Thanh Hoa to Quang Tri will have winds of level 10-12, gusts of level 14, accompanied by rising water and large waves causing the risk of landslides on dykes and sea embankments; at the same time, from the night of September 27 to September 30, the Northern region and from Thanh Hoa to Hue will experience widespread heavy rain (200-400mm, locally over 600mm), with the possibility of flooding on rivers, affecting the safety of dykes.

To ensure the safety of the dike system and proactively respond to storm No. 10 and floods, the Ministry of Agriculture and Environment requests the People's Committees of the above provinces and cities to direct relevant agencies and units to urgently and strictly implement Official Dispatch No. 173/CD-TTg dated September 26, 2025 of the Prime Minister and Official Dispatch No. 05/CD-BCĐ-BNNMT dated September 26, 2025 of the National Civil Defense Steering Committee on responding to storm No. 10.

Provinces and cities inspect, review and implement in practice dike protection plans, protect key areas of vulnerable dikes, locations where incidents have occurred but have not been handled or repaired, and unfinished dike projects to ensure safety, paying special attention to vulnerable dike lines/dike sections facing the sea (such as Con Tron and Hai Thinh sea dikes, Binh Minh III and IV sea dikes, Ninh Binh province; Quang Nham and Hai Binh sea dikes, Thanh Hoa province; Dien Thanh, Quynh Tho, Long - Thuan sea dikes, Nghe An province; Hoi Thong sea dikes, Cam Nhuong dikes and embankments, Ha Tinh province, Vinh Thai sea dikes, Quang Tri province, etc.).

Provinces and cities should strengthen the inspection of sea and river dykes, strictly carry out patrolling and guarding work to protect dykes during the flood season according to the provisions of Circular No. 01/2009/TT-BNN dated January 6, 2009 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) to promptly detect and handle incidents and situations that may occur right from the first hour.

Localities prepare human resources, materials, vehicles, and equipment to protect the dikes; at the same time, inspect the actual preparation work and proactively respond to incidents and situations that may occur according to the "4 on-site" motto, ensuring the safety of the dikes. At the same time, closely monitor the developments of storms, floods, and the situation of the dike system, promptly report incidents (if any) to the Ministry of Agriculture and Environment (through the Department of Dike Management and Natural Disaster Prevention and Control) for coordination and direction.
