Identifying the work of receiving citizens, resolving complaints and denunciations (KNTC) as one of the political tasks that plays an important role in socio-economic development and political stability in the district, a regular task of the entire political system, closely following the directions of the province, Tien Yen district has synchronously deployed many effective solutions, creating positive changes.

In the period of 2014-2024, the District People's Committee issued 77 documents to direct the organization of citizen reception and complaint settlement; at the same time, thoroughly instructed agencies, units and localities to focus on effectively implementing the goals of "3 increases", "3 decreases", "3 nos" in accordance with the direction of the province; promptly perfected the District Citizen Reception Committee, the District Citizen Reception Council, issued operating regulations; strictly complied with regulations on citizen reception.

To enhance the responsibility of the heads of Party committees and authorities, the Chairman of the District People's Committee strictly implements the regulations on regular citizen reception on the 1st and 15th of every month; organizes extraordinary citizen reception when there are serious and complicated cases, involving many people, involving the responsibilities of many agencies, organizations and units; directs the heads of agencies and units to directly receive citizens to listen, consider, resolve and direct the settlement of complaints, petitions and reflections under the authority of the heads of subordinate agencies and units in the work of receiving citizens, handling petitions and settling complaints, petitions and reflections; focuses on closely following the grassroots, listening to the people; strengthens training and improves professional skills and expertise for cadres to improve work efficiency, minimize errors and complaints arising in the process of performing tasks and public duties.

The Fatherland Front Committee and socio-political organizations of the district actively coordinate to propagate and mobilize people to comply with the provisions of the law on receiving citizens and resolving complaints and denunciations, focusing on propagating so that people clearly and correctly understand the sending of petitions and letters to ensure their rights. Representatives of the leaders of the Fatherland Front Committee and socio-political organizations of the district directly participate in the District Citizen Reception Council and carry out citizen reception and resolution of complaints and denunciations according to regulations.

The work of supervision, social criticism and participation in giving opinions on Party and government building by the Vietnam Fatherland Front Committee and socio-political organizations has been carried out effectively; becoming a regular, central activity and achieving results. Through supervision and criticism, many important recommendations and proposals have been made to Party and State agencies and functional agencies at all levels in perfecting and organizing the implementation of policies and laws.

From July 2014 to June 2024, the District Citizen Reception Council received 401 cases/388 cases; directed the District Citizen Reception Committee and relevant agencies and units to take action to enthusiastically guide and resolve cases in accordance with regulations, not allowing petitions to arise, causing resentment among the people. By the end of June, the District People's Committee had considered and directed the settlement of 1,787 petitions/1,771 cases (1,103 petitions under the district authority, 684 petitions under the commune authority), including 48 complaints, 32 denunciations, 1,707 petitions. 1,770 petitions/1,754 cases were resolved. The Chairman of the District People's Committee organized 14 dialogues to consider and resolve petitions and complaints of citizens.

The district also carried out 54 inspections, including 12 inspections of compliance with the provisions of the Law on Anti-Corruption and the implementation of the Law on Complaints, the Law on Denunciations, and the Law on Citizen Reception in a number of localities in the district. Through the inspections, the advantages, difficulties, obstacles, and shortcomings in the implementation process were promptly assessed and the role and responsibility of the People's Committees of relevant communes were enhanced, helping agencies, organizations, and individuals to do better in the work of anti-corruption and citizen reception.

Despite positive results, there are still certain limitations and problems in resolving complaints, recommendations and reflections in Tien Yen district. The resolution of complaints and petitions by a number of agencies, units and localities related to the land sector is still slow; some existing land issues left by history are difficult to resolve, especially regarding land origin and land use; legal policies are regularly amended and supplemented, with provisions that are not suitable to reality...
