
According to the Department of Construction, on May 29, 2025, the National Assembly issued Resolution No. 201/2025/QH15 piloting a number of specific mechanisms and policies for social housing development. In particular, Clause 2, Article 9 of this resolution stipulates:
“In case the beneficiaries of social housing support policies according to the provisions of the law on housing have a workplace far from their residence, the housing condition to be eligible to buy or lease-purchase social housing is that they have not purchased or lease-purchased social housing, do not own a house, or own a house that is far from their workplace.
Based on the actual conditions of the locality, the Provincial People's Committee shall specify in detail the cases where people who own houses but are far from their workplaces are entitled to social housing support policies.

Implementing Resolution No. 201/2025/QH15, the People's Committee of Da Nang City (old) issued Official Dispatch No. 4026/UBND-DTDT dated June 25, 2025 agreeing on the policy of developing a Decision detailing the case of people who own houses but are far from their workplaces and are entitled to social housing support policies in the city and assigned the Department of Construction to preside over and coordinate with relevant units to organize the implementation in accordance with current procedures.
According to the draft, the regulation that people who own houses but are far from their workplaces are entitled to social housing support policies in Da Nang city applies to people whose houses are located outside a 30km radius from their workplaces and outside a 15km radius from social housing projects. The distance from the social housing project to the workplace must be shorter than the distance from the current house to the workplace.
In June 2025, the Department of Construction announced receiving comments on the above draft Decision.
From July 1, 2025, Da Nang city and Quang Nam province will merge according to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly. Therefore, the Department of Construction will complete the draft decision and continue to collect comments on the impact assessment across the city to develop regulations suitable for the new Da Nang city.
The Department of Construction requests that the City's Electronic Information Portal coordinate in posting information on the draft decision and synthesizing comments (if any) and sending them to the Department of Construction before July 20, 2025.
Agencies, units, organizations and individuals with comments should send them to the Department of Construction before July 20, 2025 (with word file attached to email address tuantlm1@danang.gov.vn) for acceptance, completion, submission for appraisal and approval according to regulations.
