The 16th Provincial Party Congress Document Subcommittee held its second session.

On November 19, the Document Subcommittee of the 16th Provincial Party Congress held its second meeting to discuss the detailed outline of the Political Report of the 15th Provincial Party Executive Committee to be submitted to the 16th Provincial Party Congress, term 2025 - 2030. Based on the preliminary outline of the political report that has been commented by the Provincial Party Committee Standing Committee, the Document Subcommittee has absorbed, supplemented, and completed the draft detailed outline of the Political Report of the Provincial Party Committee's Executive Committee, term XV, to be submitted to the 16th Provincial Party Congress, ensuring compliance with the Central's direction and in accordance with the local situation. Accordingly, the outline consists of two main parts: The situation and results of implementing the Resolution of the 15th Provincial Party Congress and an overview of achievements after 40 years of innovation; Goals, viewpoints, tasks and solutions for the 2025-2030 term.

The delegates attending the meeting basically agreed with the structure and content of the detailed outline prepared by the Congress Document Subcommittee. Many opinions also participated in some contents related to the general goals, targets, determining viewpoints, orientations and breakthroughs, pillars for development in the next term. The theme and motto of the congress were also contents that received attention from many delegates. The Document Subcommittee presented 2 related options for delegates to consider and comment. Most opinions agreed that the theme and motto of the congress should closely follow the theme of the 14th Congress in the outline to quickly announce the results of the 10th Central Conference of the 13th term; at the same time, supplementing to highlight the priorities in the political tasks of the province.

Concluding the meeting, Comrade Vu Dai Thang, Secretary of the Provincial Party Committee, Head of the Congress Document Subcommittee, acknowledged the frank and responsible opinions of the delegates. He requested the Editorial Team of the Document Subcommittee to complete the comments to complete the draft of the detailed outline of the Political Report to seek opinions from the Provincial Party Committee Standing Committee and the Provincial Party Committee Executive Committee.

In particular, the congress motto and the general goals chosen must demonstrate the desire for breakthroughs and advancement. Regarding the main targets, especially the economic growth target, it is necessary to closely follow the Central Government's direction as well as forecast the actual situation in the locality to determine specific targets. At the same time, add targets on education to be able to implement comprehensive solutions to invest in and improve the quality of education in the coming term.

Regarding key tasks and breakthroughs, we must continue to persistently implement the three strategic breakthroughs identified in the Resolutions of the National Party Congresses in recent terms. The tasks and solutions for the coming term must also be close to the actual situation and highly feasible.
