Promoting "three agriculture" capital resources
Director of the Bank for Agriculture and Rural Development ( Agribank ) Thuan Thanh (Agribank Bac Ninh branch) Nguyen Minh Tuan said that the total outstanding debt of the unit currently reaches more than 3,290 billion VND. Some localities with large areas of alluvial land such as Thuan Thanh, Mao Dien, Tri Qua wards have more than 1,600 households receiving loans, with a total amount of over 1,000 billion VND. Following the credit officers of Agribank, we were able to "witness" the model being implemented in localities, where the "three farmers" capital source is effective and plays a key role.

The 8.5-hectare integrated livestock farm model of Mr. Pham Cong Quang's family on the alluvial land in Dong Dong residential group, Thuan Thanh ward has been planned, built and put into use for more than 10 years. Mr. Quang said that during the time of building and developing the integrated economic model, Agribank's capital has always been a reliable support. Loan procedures are convenient, credit officers come to the site to guide. When the farm encounters difficulties or epidemics, the bank promptly supports interest rates, creating conditions for reinvestment in production. From an initial loan of only a few tens of millions of VND to dig a pond to raise fish and build barns, his family is now granted a loan limit of up to 10 billion VND.
Developing modern livestock farming on the existing area, Mr. Quang divided it into 3 main areas including: Super lean pig production area according to VietGAP standards, commercial fish farming area and fruit tree growing area. On average, each year, the farm supplies the market with about 260 tons of commercial pork, 60 tons of fish... bringing in revenue of more than 10 billion VND.
Vice Chairman of the Ward People's Committee Nguyen Song Thao shared that Thuan Thanh Ward was established on the basis of merging 4 communes and wards including: Ho, Song Ho, Gia Dong and Dai Dong Thanh with a natural area of 26.58 km 2. In previous years, although the government actively coordinated with banks, the loan capital was still limited. The "three farmers" policy has opened up great opportunities for people to develop the economy. The whole ward has outstanding debt with credit institutions of 1,000 billion VND, of which 800 billion VND is from Agribank Thuan Thanh. The policy on lending credit for agriculture and rural areas has been gradually adjusted. Individual households are allowed to borrow from 50-800 million VND, many households have boldly invested in production and farm economy. The whole ward has 200 households doing VAC farms, 61 hectares of aquaculture. In 2024, the production value per hectare of cultivated land will reach 180 million VND, with average income per capita of approximately 80 million VND/year.
Turning alluvial land into "golden" land
Through the alluvial lands of Thuan Thanh ward, down to Cao Duc commune, the villages here have changed strangely. The wild lagoons of the past are now covered by green gardens and fish ponds. Mr. Nguyen Kim Thanh, Chairman of Cao Duc commune People's Committee confided: "The whole commune has more than 900 hectares of cultivated land, of which 450 hectares are alluvial land along the Duong river, 80 households have comprehensive farms (nearly 20 farms with a scale of 1 hectare or more). The average aquaculture output is more than 200 tons/year.

In order to unclog the capital flow, the locality has directed associations and unions to coordinate with credit institutions to bring capital to the people; currently the total outstanding debt is more than 180 billion VND, of which Agribank capital accounts for 50%. Thanks to the reasonable conversion of crop structure and the implementation of crop rotation, the riverside area has become a key agricultural economic area, diversifying crops, contributing to the development and job creation for the people. Not only focusing on new crops such as radishes, watermelons, melons... the land along the Duong River in Cao Duc commune also specializes in producing carrots for export with high economic value. Mr. Nguyen Chi Hai, Cao Duc commune confided: "With the support of the bank, initially only a few tens of millions, then a few hundred million VND, the scale of my family's farm has gradually expanded". Having started a farm for 14 years, Mr. Hai now has 2 barns with an area of 14,000 m2 , raising about 10,000 pigs each year, combined with growing vegetables. The farm provides jobs for 30-35 workers, with a stable income of 8-10 million VND/person/month.
The area south of Duong River, Bac Ninh Province (belonging to Thuan Thanh Town, Gia Binh District, and former Luong Tai) has an area of over 2,000 hectares of alluvial land (mainly converted from former brick kiln land). After abolishing the manual brick kilns, the province directed localities to renovate, invest in, and exploit the alluvial land. In addition to the issue of land lease term, there is still a lack of capital for production investment. Mr. Nguyen Thac Quang, Deputy Director of the State Bank of Region 12, said: "To promptly open up credit capital to people, the State Bank directs banks and credit institutions to coordinate with functional agencies and local authorities to propagate lending policies, eligible borrowers and preferential interest rates for priority subjects...
