Free tuition, lunch support - New school year milestones

From the 2025-2026 school year, preschool and primary school students nationwide will officially be exempt from tuition fees. In Hanoi, the locality with the largest educational scale in the country with more than 2.3 million preschool and primary school students, current tuition fees range from 19,000 to more than 200,000 VND/month depending on the level of education and location.
In particular, on July 9, the Hanoi People's Council passed a Resolution regulating the mechanism for supporting meals for primary school students. With a total estimated budget of more than VND 3,000 billion, this policy will apply to about 768,000 students at public and private schools in the capital.
Director of the Hanoi Department of Education and Training Tran The Cuong affirmed that exempting tuition fees and supporting lunch is a concrete step to realize the direction of the Central Government and the city on comprehensive educational development, clearly demonstrating the commitment to prioritizing education.
Decentralization of management to commune level in the forestry sector: Favorable for developing ecotourism

Circular No. 16/2025/TT-BNNMT of the Ministry of Agriculture and Environment regulating the decentralization, delegation, and assignment of state management authority and a number of contents in the forestry and forest protection sectors officially took effect by granting the right to approve forest management plans to commune-level authorities.
Mr. Nguyen Van Trung, a long-time forester in Yen Xuan commune, shared: "If we are assigned land and forests, we will have a basis to borrow capital from banks, invest in planting urban trees or medicinal plants combined with eco-tourism; forest management and protection will also have clearer people, clearer work, and clearer responsibilities."
Deputy Director of the Department of Agriculture and Environment Nguyen Manh Phuong said that Hanoi has a small forest area but great ecological and cultural value. If implemented in the right direction, the new policy will help people preserve the forest, live with the forest, and get rich from the forest.

Avoid risks in real estate transactions: Be careful with deposits

Due to lack of caution in real estate deposit transactions, many people have been involved in long-term disputes. Others have lost money due to unclear legal deposit documents. This reality shows that when people transact real estate, right from the deposit, they must establish a tight document with clear terms to protect their rights and property.
The story of Ms. Nguyen Hoang Thuy in Cau Giay Ward is even more unpredictable. Although she has been in the real estate business for many years, she was still "backtracked" after making a deposit. After finalizing the purchase price of a 4,000m2 plot of land in the former Hoa Binh province (now Phu Tho province), she deposited 500 million VND. However, soon after, because someone offered a higher price, the homeowner changed his mind and sold the land to someone else despite the agreements stated in the deposit papers.
Lawyer Nguyen Quang Vinh, Truong Loc Law Firm (Hanoi Bar Association) said that the provisions of Article 501 of the 2015 Civil Code require that the content of the contract must be consistent with the purpose of use, duration of use, planning, land use plan and relevant legal regulations.
Sparkling human love under the roof of Thalassemia
In the heart of the bustling and noisy capital, there is a common home of thousands of patients, a place filled with many humane stories from very simple everyday things. The "warriors" with congenital hemolytic anemia (Thalassemia) treated at the Thalassemia Center at the National Institute of Hematology and Blood Transfusion have been courageously rising up in life.

I met Ms. Duong Bich Ngoc on the day she and her child went to the National Institute of Hematology and Blood Transfusion for treatment. Ms. Ngoc confided that for 17 years now, she and her child have been fighting against congenital hemolytic anemia (Thalassemia - a genetic disorder that causes chronic anemia). A few months after giving birth to her son, Nguyen Duong Hung, she noticed that he had unusual symptoms so she took him for a check-up and discovered that he had Thalassemia, which meant that she also had the disease because it is a genetic disease.
Living with thalassemia means that the Thalassemia Center (National Institute of Hematology and Blood Transfusion) becomes the patient's second home.
