Implementing Program No. 01-CTr/TU, term 2020-2025: Strong qualitative change and "room" for innovation
Lesson 2: Impressions of the way of doing

Program No. 01-CTr/TU dated March 17, 2021 of the 17th Hanoi Party Committee on "Strengthening the work of Party building and rectification, building a clean and strong Party organization and political system of the city; promoting administrative reform in the period of 2021-2025" not only brought impressive results through numbers, but also through the way of doing and organizing the implementation of targets and tasks.
Thanks to the promotion of decentralization and delegation of authority, the city has freed up a large budget resource, while promoting the "resource" of autonomy and self-responsibility of local Party committees and authorities.
Party Secretary and Chairman of the People's Council of Thuong Tin Commune, Nguyen Xuan Minh, commented: "The decentralization of authority has truly opened the door, creating conditions for localities to invest in development."
Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang acknowledged: “The way Hanoi city has done things has brought many meaningful lessons in both theory and profound practice. Among them, the most important lesson is innovative thinking and political determination in action.”
Cheap toys, unknown origin:
Invisible "killers" of children

On September 23, Market Management Team No. 1 (Market Management Department of Hanoi City) inspected a business household in Lane 196, Ho Tung Mau Street, Phu Dien Ward and discovered 2,283 children's toys manufactured abroad but without any documents proving their legal origin.
Chairman of the Vietnam Association for Anti-Counterfeiting and Brand Protection Nguyen Dang Sinh informed that the problem of counterfeit and poor quality goods, including children's toys, is becoming more complicated, increasing both in sophistication and distribution scale. However, the control only addresses the tip of the iceberg.
Meanwhile, experts emphasize that choosing toys for children is not just a matter of preference but also the responsibility of adults for the health and long-term development of children.
What is the solution to eliminate the situation of free-range dogs?

The phenomenon of letting dogs roam free without muzzles is still common, posing a danger to the health and safety of the community. On September 24, a 19-month-old girl in Hue city was playing in the street when a dog slipped off its leash and bit her, leaving many deep wounds.
Mr. Bui Xuan Uyen (in Thanh Xuan ward) said: "Along the bicycle and pedestrian lanes along the To Lich river, every morning you can see many dogs running around without muzzles."
To limit and eventually end the situation of dogs running free in residential areas, according to Permanent Vice President of the Vietnam Animal Husbandry Association Nguyen Ngoc Son, the important solution is to do a good job of propaganda to improve legal knowledge and sense of responsibility of pet owners.
