Building a system of cultural and human values, meeting the demand for high-quality human resources, towards sustainable socio -economic development of Khanh Hoa province.
In the process of formation and development, through thousands of years of history, up to now, the Vietnamese people have created a system of many different value systems, such as the national value system, cultural value system, family value system and Vietnamese human standards... In relation to the basic value systems, the human value system is the core value system, throughout the other value systems, including 8 main values: Patriotism, solidarity, self-reliance, loyalty, honesty, responsibility, discipline, creativity.
The human value system of a land is a synthesis of common standards, beliefs, concepts and ideals that the local community respects and follows. This is an important factor, with a great role, position and significance in shaping and developing the locality, and is the core foundation for forming a unique cultural identity, reflecting the process of struggle, survival and development. A positive human value system will contribute to creating a civilized, fair and humane society; promoting cooperation, sharing and mutual assistance, creating a safe and livable environment, and at the same time orienting development towards sustainability. That is the endogenous strength, a vital factor that determines the existence, development and position of a locality, a country, especially in the context of modernization and global integration today.
The Resolution of the 13th National Party Congress emphasized the core and consistent guiding viewpoint in the new development period of the country: "Strongly arouse the spirit of patriotism, the will of national self-reliance, the strength of great national unity and the aspiration to develop a prosperous and happy country" (1) . Accordingly, it is necessary to promote the combined strength of the entire political system, of Vietnamese culture and people; combine national strength with the strength of the times; maximize internal strength, take advantage of external strength, in which endogenous resources and human resources are the most important. In that general flow, the construction of a system of cultural values and a system of human values in Khanh Hoa province has always been focused on by the Party Committee and the government. The people of Khanh Hoa province have together created cultural values imbued with local identity, rich in national cultural values, becoming invaluable assets and indispensable driving forces for the sustainable development of the province.
Cultural space of Khanh Hoa province after merger
Khanh Hoa province belongs to the South Central Coast region, converging all the characteristics of cultural space, crystallized, molded, preserved from the unique traditional cultural value system, with a long history, such as Sa Huynh culture, Champa culture, ... The provinces and cities in the South Central region all have relatively similar points in cultural space, formed from the process of exchange and adaptation of economy, culture and daily life, spirituality of coastal residents, creating characteristics and throughout history. These cultural values are preserved through many generations and clearly expressed in traditional fishing professions as well as festivals and community folk beliefs.
After July 1, 2025, Khanh Hoa province will be expanded with the merger with Ninh Thuan province, creating a new cultural space with rich, diverse and unique resources, converging many cultures from the mountains, plains to the sea and islands, opening up greater opportunities to promote the value of heritage. This is also the long-standing living space of the Cham, Raglai, Ede, Kinh ethnic groups..., the source of rich and colorful cultural heritage treasures, including 257 ranked cultural heritages, of which 3 outstanding are intangible cultural heritages recognized by the United Nations Educational, Scientific and Cultural Organization (UNESCO) (Southern amateur music art, Bai Choi art and traditional pottery art of the Cham people); 3 special national monuments (Ponagar Tower, Po Klong Garai Tower, Hoa Lai Tower); 28 historical - cultural relics, scenic spots ranked at national level; 5 national treasures (Khanh Son Lithophone Collection, Hoa Lai Stele, King Po Rome Relief, Phuoc Thien Stele, King Po Klong Garai Statue). Not only having ranked tangible heritages, Khanh Hoa province is also proud of its rich and unique intangible cultural heritages. Many festivals have been recognized as national intangible cultural heritages, such as Po Nagar Tower Festival, Raglai Grave-Removal Ceremony, Cau Ngu Festival, Kate Festival... These are invaluable resources, reflecting the depth of history, layers of cultural values, contributing to creating a unique identity that attracts both domestic and international tourists.
With an area of over 8,500km 2 , Khanh Hoa province has a diverse terrain with sea - plain - mountains - desert; has the longest coastline in the country, many beautiful bays, such as Van Phong, Nha Trang, Cam Ranh, Vinh Hy and a very diverse indigenous culture. Besides the culture of the Vietnamese (Kinh), there are also many Cham and Raglai cultural heritages that are very favorable for developing cultural tourism and community tourism. There is a rich mountain and forest ecosystem, with diverse fauna and flora, especially Hon Ba Nature Reserve, Nui Chua National Park, Phuoc Binh National Park, ... In mountainous communes, community tourism models associated with the living space of the Raglai people are gradually taking shape and promoting effectively, helping to preserve customs, habits, culinary culture, folk music with unique traditional musical instruments, such as ma la, lithophone, Cha-pi ...
Open development space, rich tourism resources, convenient transportation system,... are the conditions for Khanh Hoa province's tourism to develop dramatically, becoming a national and international tourism center. The province identifies that developing cultural tourism is an important direction in the sustainable development strategy (2) . The province aims to welcome 20.5 million visitors by 2030, including 10.5 million international visitors; tourism contributes 15% of GRDP and 20% of total local budget revenue.
However, to promote advantages and potentials, turn goals and aspirations into reality, Khanh Hoa province needs systematic, synchronous solutions with long-term and sustainable orientation, including building and promoting the human value system - an important factor determining the quality of human resources.
Building and promoting human values in Khanh Hoa province
In the process of community development, ethnic groups living in Khanh Hoa province always "stand side by side" to build their homeland more and more beautiful. Through centuries of exchanging and adapting the quintessence of traditional culture of the nation and the quintessence of human culture, the people here have not only created their own cultural identity, but also enriched the treasure of national cultural heritage. Natural conditions, social environment, especially the distribution of economic forms, long-standing traditional occupations have created a unique spiritual culture, production culture, and arts in Khanh Hoa province. The above factors have created a system of values of Khanh Hoa people with good qualities: gentleness - generosity - simplicity - generosity - affection - loyalty, thereby contributing to preserving and promoting beautiful nature - diverse culture, integration - modern, civilized society, all towards the goal of making people's lives more and more prosperous and happy.
After 10 years of actively implementing Resolution No. 33-NQ/TW, dated June 9, 2014, of the Party Central Committee, "On building and developing Vietnamese culture and people to meet the requirements of sustainable national development", Khanh Hoa province has achieved important results. Identifying culture and people as the foundation, endogenous strength, one of the three important elements converging national soft power, is both the goal and the driving force to promote socio-economic development of the province, associated with the implementation of the goal and aspiration to build Khanh Hoa into a centrally-run city by 2030. Therefore, immediately after Resolution No. 33-NQ/TW was issued, the Provincial Party Standing Committee quickly developed Plan No. 85, dated July 1, 2014, "On organizing the study and dissemination of the resolution". On October 23, 2014, the Provincial Party Committee issued Action Program No. 23-Ctr/TU to implement the resolution throughout the Party Committee. Party committees and authorities always pay attention to, regularly update, supplement and perfect leadership documents, direct synchronous implementation to all levels and sectors; promptly supplement the Party's viewpoints, policies and guidelines on building and promoting cultural values and the strength of Vietnamese people stated in the documents of the 13th National Party Congress; the direction speech of the late General Secretary Nguyen Phu Trong at the National Cultural Conference in 2021; the spirit and message of the National Workshop "National value system, cultural value system, family value system and Vietnamese human standards in the new period"; Resolution No. 09-NQ/TW, dated January 28, 2022, of the Politburo, "On building and developing Khanh Hoa province to 2030, with a vision to 2045"; Resolution No. 34-NQ/TU, dated December 22, 2023, of the Provincial Party Committee on promoting cultural heritage values associated with sustainable tourism development in Khanh Hoa province to 2025, with a vision to 2030...
In line with that policy, Party committees, authorities, the Fatherland Front, and socio-political organizations at all levels have disseminated and thoroughly and promptly disseminated the above contents to key cadres, party members, and the masses. Implementing the 6 tasks of Resolution No. 33-NQ/TW, the Provincial Party Committee regularly directs the building of Khanh Hoa people to develop comprehensively; foster patriotism, national pride, ethics, lifestyle and personality, associated with the country's development orientation for the period 2021 - 2030, with a vision to 2045. Culture is identified as a key factor, an important foundation to enhance the will and determination to build a united, clean, and strong Party and political system in terms of politics, ideology, ethics, organization and cadres. The focus is on preventing and repelling the degradation of ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation", combined with promoting the study and following of Ho Chi Minh's ideology, morality, and lifestyle.
Thanks to the efforts of the Party Committee and the government of Khanh Hoa province, the awareness of cadres, party members and people about the position, role and importance of building and developing Vietnamese culture and people to meet the requirements of sustainable development of the country has been increasingly enhanced; contributing to preserving and promoting the traditional cultural identity of the nation; the material and spiritual life of the people has been increasingly improved. The majority of cadres, party members, civil servants and public employees have maintained revolutionary ethics, a healthy lifestyle, and are close to the people. Many movements have been launched and achieved specific and practical results, such as: Movement to build advanced residential areas, cultural families, cultural villages/neighborhoods, cultural agencies; movement of the whole people to unite and help each other to develop the economy, eliminate hunger and reduce poverty; activities towards the roots, gratitude and repayment; campaigns "Love for the border and islands", "For beloved Truong Sa"...
In order to develop a comprehensive, dynamic and modern human being, mass cultural - artistic and sports movements have developed everywhere; many localities have established poetry, literature; sports; studious families clubs... from which, the cultural traditions of families, clans, and communities have spread and permeated social life... The work of researching, preserving, restoring and embellishing historical relics, tangible and intangible cultural heritages in the province has received attention and achieved positive results. Organizing many traditional festivals to ensure safety and economy; successfully hosting many major cultural events of national, regional and international scale; periodically organizing the Nha Trang - Khanh Hoa Sea Festival every two years;...
However, along with the rapid socio-economic development, besides the positive aspects, there are still some limitations such as: Human perception and behavior are easily influenced, dominated and decided by practical material factors; behavioral relationships in the family and society are vulnerable; cultural forms that are not suitable with national traditions and customs are quickly penetrating into social life; awareness of law enforcement, order and social discipline of a part of the people is somewhat not strict... In the direction of Party committees at all levels, there are times and places that are not close enough, and have not invested properly in culture, literature and arts. State management in the cultural field still has some limitations; cultural industry and cultural market have not developed...
Some solutions to arouse, exploit, promote and develop the resources of the cultural and human values of Khanh Hoa province in the new period
Firstly , seriously grasp, implement and concretize the Party and State's guidelines and policies on preserving and promoting cultural values and human strength in general through specific and practical programs and projects of Khanh Hoa province, while focusing on researching, identifying and implementing the construction of a system of cultural values and human standards associated with preserving and developing the system of Vietnamese family values in the new era of the nation. Strengthen the mobilization of all resources to focus on taking care of the education cause, synchronously building grassroots cultural institutions, attaching importance to the planning, training and fostering of the team of cadres doing cultural work, especially the team of leaders and managers at all levels, sectors, socio-political organizations and the team of cadres, teachers, and those directly doing educational work.
Second , promote propaganda work, raise awareness to promote the combined strength of the whole society in caring for, preserving and building culture and people, considering this as the top priority responsibility, a regular task of all levels, sectors, socio-political organizations and each citizen on the basis of three main pillars: family, school and society. Continue to promote and arouse the aspiration to rise up in life and build a rich and beautiful homeland in each citizen, especially the young generation.
Third , focus on preserving traditional cultural values, maintaining cultural values that are the "soul" of the nation in general, and of Khanh Hoa province in particular; at the same time, exploit and promote effectively the values of historical and cultural heritage in the province in economic development, through the development of plans, mechanisms and solutions to properly handle the relationship between preserving and promoting traditional cultural and historical values in human development and socio-economic development. Focus more on the criteria system, value standards, cultural identity, and people according to the general system of standards of the whole country and the unique characteristics of the culture and people of Khanh Hoa land.
Fourth , pay due attention and harmoniously resolve the relationship between cultural and economic development, put culture and people in a dialectical relationship, and interact with other areas of social life, especially the requirements of economic development in the new context; constantly enrich spiritual life, improve the quality of social security, avoid the formation of a pragmatic lifestyle, enjoyment, and deviant personality; promote the good values of family, community, and Vietnamese national culture. In addition, focus on linking cultural, educational, administrative, scientific - technological, labor, production activities, etc. with the task of building and fostering a correct and scientific worldview and outlook on life in the spirit of "love for the homeland, humanity, loyalty, honesty, solidarity, diligence, and creativity".
Fifth , research and implement scientific solutions suitable to the practical situation of the province to prevent, effectively and decisively handle manifestations and behaviors of moral and lifestyle degradation, contributing to repelling social negativity and social evils. Build a healthy cultural environment and life, rectify the exploitation of religious activities to spread mystical idealism and superstition; at the same time, resolutely fight to eliminate toxic cultural products, spread wrong and deviant ideologies, and lifestyles that go against good customs and traditions; strengthen state management and strictly control "foreign" culture in the area.
Sixth , promote and make culture permeate all areas of social life; build a new lifestyle, create new cultural values on the basis of preserving and promoting traditional cultural values, diversity, and cultural identity of ethnic groups, regions, and areas. Direct political, economic, cultural, and social activities towards the values of truth, goodness, and beauty. Proactively integrate internationally in culture, absorb the quintessence of world culture, and at the same time disseminate and create favorable conditions for overseas Vietnamese and international organizations to participate in cultural development, promote the beautiful image of the country and Vietnamese people in general and the land and people of Khanh Hoa in particular./.
