Lao General Secretary and President Thongloun Sisoulith expressed his pleasure in returning to Vietnam and sincerely thanked General Secretary and President To Lam, the leaders and people of Vietnam for their thoughtful, warm and friendly welcome, deeply demonstrating the special solidarity relationship between Vietnam and Laos, "both comrades and brothers" that is unique in the world. Mr. Thongloun Sisoulith expressed his deep sympathy for the heavy losses of life and property caused by the recent storm Yagi in Vietnam and believed that under the leadership of the Party and State, the people of localities in Vietnam will soon overcome difficulties and stabilize their lives. The two leaders informed each other about the situation of each party and each country, and shared about international and regional issues of mutual concern; exchanged and agreed on orientations, policies and measures to continue to bring the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos to new heights. General Secretary and President To Lam congratulated the important development achievements that the brotherly country of Laos has achieved in recent times in various fields, and highly appreciated Laos for successfully organizing foreign affairs activities during its ASEAN Chairmanship year. General Secretary and President To Lam and General Secretary and President Thongloun Sisoulith looked back and expressed their joy at the important new developments in the relationship between the two parties and countries and the results of the comprehensive cooperation between Vietnam and Laos in recent times, in which many works and projects have been effectively implemented. The two leaders also discussed in depth the direction of cooperation to develop the Vietnam - Laos relationship in a more profound, practical and effective manner in all fields. Accordingly, the two sides will continue to deepen political relations, enhance mutual understanding, consolidate trust, and be the core of the overall orientation of the cooperative relationship between the two countries; maintain visits, meetings and high-level exchanges between senior leaders of the two parties and countries. At the same time, they will strengthen information sharing, exchanges and coordination on strategic issues, theoretical exchanges, especially new issues; Promote propaganda and education about the tradition of special relations between Vietnam and Laos as well as relations between Vietnam, Laos and Cambodia among all classes of people, especially the young generation of the two countries.

The two leaders agreed to strengthen the pillars of cooperation in defense and security, ensuring a solid foundation for each other to effectively deal with increasingly diverse and complex security challenges; actively and effectively implement protocols and cooperation plans on defense and security, contributing to maintaining political stability in each country. The two leaders agreed on a common perception of efforts to promote breakthroughs, improve the effectiveness of economic , cultural, scientific and technological cooperation on the basis of exploiting and maximizing the potential and strengths of each country, promoting the substantial connection of the two economies in terms of institutions, infrastructure, transportation, telecommunications, and tourism, in order to create cooperation and long-term development for both countries; at the same time, promote the connection of the three economies of Vietnam - Laos - Cambodia as agreed by the governments of the three countries. Closely coordinate and remove difficulties and obstacles to effectively implement key projects of mutual interest. The two leaders agreed to maintain effective information exchange and assessment of the international situation, pay attention to and protect each other's legitimate interests in accordance with international law, including the East Sea issue and sustainable use of Mekong River water resources; consult, closely coordinate, and effectively support each other in international and regional issues and activities at multilateral forums.
