On the afternoon of September 13, at the National Assembly House, General Secretary To Lam, Head of the Central Steering Committee on Science , Technology, Innovation and Digital Transformation, attended the Symposium "Digital Literacy - Digital National Assembly: Framework of Digital Knowledge and Skills for the Modern National Assembly". The conference, organized by the National Assembly Party Committee and the National Assembly Standing Committee, chaired by National Assembly Chairman Tran Thanh Man, was the largest ever with more than 10,000 delegates attending in person and online.

Speaking at the conference, General Secretary To Lam expressed his pleasure at attending the conference - a very meaningful event in the context that the entire Party and people are actively implementing Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
The General Secretary said that when the Politburo prepared to issue Resolution 57, he pointed out the worrying reality of a large proportion of people and officials not having a firm grasp of digital transformation knowledge, while Resolution 57 identified digital transformation as a key political task, requiring the participation of the entire political system and society.
Encouraging all people to participate in the "Popular Digital Education" movement to keep up with the times
"Therefore, to successfully implement the requirement of quickly popularizing basic knowledge of digital transformation for all people, I have learned from Uncle Ho to encourage all people to study, to study for life. To eradicate ignorance, all people have participated in "Popular Education" to eliminate illiteracy. Ignorance has been eradicated, to keep up with the times, all people need to actively participate in the "Popular Digital Education" movement" - the General Secretary stated.

According to General Secretary To Lam, "Digital Popularization - Digital National Assembly" was launched with the aspiration to popularize digital knowledge to all delegates and officials in the National Assembly system, continuing the tradition of studiousness and inquisitiveness of our nation in the new era. On behalf of the Party and State leaders, the General Secretary warmly commended the Party Committee and the National Assembly leaders for directing the implementation of the "Digital Popularization - Digital National Assembly" movement in a methodical, scientific, effective manner and close to the practical needs of each unit.
In a short time, the National Assembly has built a framework of digital knowledge, skills and training curriculum, based on legal and scientific foundations, in compliance with national regulations and digital skills standards. This framework is designed at 4 levels from basic to advanced, flexibly updated according to new technology and "appropriate to the role, close to the job" for each agency, each officer learns exactly what he or she lacks and needs for the job, ensuring effective training, without formality or waste.
Along with advanced content, the implementation method is also very scientific, making the most of technology, helping students learn anytime, anywhere. The lectures are designed to be concise, vivid and the measurement and evaluation system is clear. The National Assembly's training system is integrated with national digital platforms (such as the "Digital Popular Education" portal for all people). Communication activities are promoted, in particular, the response spirit of the National Assembly's staff and party members is very positive.
The General Secretary believes that with high political determination and a methodical approach, the National Assembly can completely achieve and exceed the set goals: By 2025, at least 40% of National Assembly officials and deputies will be granted the "Digital Education for the People - Digital National Assembly" certificate; by 2026, 100% of officials and deputies will complete the program and meet digital skills standards on the VNeID platform. This will be the nucleus for spreading digital knowledge to the remaining colleagues, in accordance with the requirement of "learning together, helping each other so that no one is left behind".
"Popular education": Cadres and party members must be pioneers and exemplary
Believing that the "Digital Literacy - Digital National Assembly" Program is commendable and needs to be replicated throughout the entire political system, the General Secretary suggested that Party committees, authorities, and organizations from the central to local levels study and learn from this model.
General Secretary To Lam requested that improving digital knowledge for officials, civil servants and people must be an important task, closely linked to administrative reform and socio-economic development. The "Digital Literacy for All" movement must become a revolutionary, all-people, comprehensive, inclusive and far-reaching movement; each party member, official and civil servant must be a pioneer and exemplary participant in learning digital skills, transforming working methods to suit the digital age.

Regarding the National Assembly, the General Secretary agreed with the view of the National Assembly leaders that "we must not be satisfied with the initial results, but need to continue to develop the "Digital Education for the People - Digital National Assembly" movement in depth and substance". This movement is not only a short-term movement in 2025 - 2026, but also the foundation for lifelong learning of the National Assembly staff.
In the coming time, the General Secretary requested the National Assembly Party Committee and relevant agencies to quickly and officially issue the Digital Knowledge and Skills Framework, textbooks, and lectures after this conference. Deploy training for "the right people, the right needs" to avoid formalities and widespread, ineffective training; disseminate and deploy the "Digital Literacy - Digital National Assembly" movement to the People's Councils at the provincial and communal levels.
Considering that this is a high goal, but completely feasible if we have a suitable roadmap and close direction, the General Secretary suggested that the National Assembly Party Committee coordinate with the Central Propaganda and Education Commission, the Ministry of Science and Technology, the Ministry of Education and Training and localities to organize peak campaigns of propaganda and digital skills training towards important milestones such as the 14th National Party Congress, 80 years of the Vietnamese National Assembly...

General Secretary To Lam believes that if 100% of National Assembly delegates and officials become "exemplary digital citizens" who know how to skillfully apply technology, the results of the National Assembly's activities will increase "exponentially".
To develop digital literacy, apply science and technology to the activities of the country, the entire political system, agencies and localities, the General Secretary requested the National Assembly Party Committee, the National Assembly Standing Committee, and the National Assembly agencies to focus on directing the six key areas that the Central Steering Committee on the implementation of Resolution 57 on breakthroughs in science and technology development, innovation and national digital transformation has pointed out.
General Secretary To Lam affirmed that the success of the "Digital Literacy for the People - Digital National Assembly" movement will not only improve the quality of the National Assembly's staff but also contribute to spreading knowledge and skills throughout society, successfully implementing national digital transformation goals.
In that spirit, the General Secretary called on delegates to continue to enthusiastically respond, set a good example of lifelong learning and innovation, turning digital literacy into a widespread revolutionary movement of the entire Party, people and the entire political system. With solidarity and determination, the goal of building a digital Vietnam, a strong and prosperous developed country will certainly be achieved.
