Summary of 10 years of implementing Directive No. 40-CT/TW

Comrade Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Comrade Hoang Quoc Khanh, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee chaired the conference.

Attending the conference on behalf of Lao Cai province were comrade Duong Duc Huy, member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department; Standing member of the Provincial Vietnam Fatherland Front Committee, Provincial National Assembly Delegation; leaders of the Provincial Party Committee's Party Building Committee; leaders of the provincial departments, branches and sectors; State Bank of Vietnam, Lao Cai Provincial Branch; Standing members of the District Party Committee, Town Party Committee, City Party Committee, Fatherland Front of districts, towns and cities; Representative Board of the Board of Directors of the Provincial Social Policy Bank and districts, towns and cities; representatives of outstanding collectives and individuals.

Attending the conference were comrade Nguyen Manh Tu, member of the Board of Directors, Head of the Supervisory Board of Vietnam Bank for Social Policies.

Opening the conference, Comrade Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: In 2014, the Central Party Secretariat issued Directive No. 40 on strengthening the Party's leadership over social policy credit. This is the Party's special attention to social policy credit, sustainable poverty reduction, new rural construction, and ensuring social security. Social policy credit implemented through the Social Policy Bank is a very important channel, helping poor households and social policy beneficiaries have more financial resources for production and business to escape poverty. It is a bright spot, considered a creative solution, with profound humanity, suitable to the reality of Vietnam, contributing significantly to the effective implementation of policies, goals and tasks set by the Party and State on poverty reduction, job creation, human resource development, ensuring social security, political stability and socio-economic development in the direction of socialism.

The Standing Deputy Secretary of the Provincial Party Committee pointed out: Summarizing 10 years of implementing Directive No. 40 is very important, so that the Provincial Party Committee can analyze and evaluate comprehensively, deeply, systematically and propose correct and appropriate policies and measures to meet the requirements of social policy credit resources. Therefore, delegates are requested to focus on analyzing and evaluating objectively and comprehensively the achieved results, limitations and weaknesses, clearly pointing out the causes, drawing lessons, and at the same time giving opinions and suggestions to perfect the draft solutions for implementing social policy credit in the coming time.
