Son Thuy commune was established on the basis of merging 3 communes Son Nam, Thien Ke, Ninh Lai (of the old Son Duong district). The commune is located in the south of Tuyen Quang province, with a natural area of 76.13 km², about 50 km from the provincial center. The whole commune has 6,292 households with 28,259 people, including 10 ethnic groups living in 54 villages.

At the working session, the People's Committee of Son Thuy commune reported on the socio -economic development results in the first 9 months of 2025, notably maintaining 19/19 New Rural criteria, budget revenue reaching 91.1% of the plan, the rate of people with health insurance cards reaching 93.55%, and the rate of trained workers reaching 71%.
In addition to the achieved results, the Commune People's Committee also pointed out the difficulties and obstacles: Decentralization and delegation of power between the province and the commune are still overlapping; staffing and operating costs have not met requirements; facilities, headquarters and equipment are still lacking; land data is not synchronized, causing difficulties in management; African swine fever causes heavy damage to livestock households...

On that basis, Son Thuy commune recommends that the Central Government soon complete the decentralization and delegation mechanism; amend and supplement a number of laws, decrees and circulars to suit the commune-level reality, especially in the fields of land, construction and investment; have policies to support training and fostering of specialized staff; supplement resources for national target programs; consider increasing staffing and adding leadership positions of specialized departments and the Commune Public Administration Service Center.

The commune also requested the provincial departments and branches to promptly adjust and synchronize land data after the merger, support professional staff; provide specific instructions in implementing national target programs; delegate authority to the Deputy Director of the Commune Public Administration Service Center to sign and certify some other administrative procedures; supplement the payroll, provide in-depth training and pay attention to the regime for part-time staff; support increasing the budget, investing in facilities, upgrading the loudspeaker system and planning the commune construction after the merger; organize training on citizen reception and handling of petitions.
Concluding the survey, Head of the 15th term National Assembly Delegation of the province Ly Thi Lan acknowledged the efforts and achievements of the government and people of Son Thuy commune in the initial phase of implementing the 2-level local government model. Based on the difficulties of the commune, she requested the leaders and representatives of departments and branches in the working group by field to fully absorb and advise competent authorities to promptly consider and resolve them, and provide specific instructions in the direction of "holding hands and showing how to do things" to promptly resolve the problems for the grassroots. The commune level needs to be proactive and continue to promptly update the directives and instructions of the Central and the province to properly implement them in accordance with regulations, keep up with the development trend, and effectively operate the commune-level government. He emphasized that the recommendations of Son Thuy commune and other localities are an important source of information for the Provincial National Assembly Delegation to synthesize and report to the National Assembly and competent authorities for consideration and policy adjustment, creating favorable conditions for local development and better serving the administrative procedure settlement needs of people and businesses.
