C ONLY RECRUITS ABOUT 50%
Regarding the results of teacher recruitment for the 2023-2024 school year, Mr. Tong Phuoc Loc, Head of the Department of Personnel Organization of the Ho Chi Minh City Department of Education and Training, said that as of November, Thu Duc City and districts had recruited 2,219 teachers out of 4,717 quotas (reaching about 50%). Currently, some districts are still recruiting civil servants for kindergartens, primary schools and secondary schools. As for high school teachers, the Department of Education and Training has recruited 165 out of 251 quotas needed.

In addition, Mr. Loc also said that up to now, the Department of Education and Training has delegated the recruitment of civil servants to 20 affiliated public service units, and has recruited 15 out of a total of 33 teachers. It is expected that the Department will continue to develop a second recruitment plan for units that are still lacking teachers.
According to Mr. Loc, Ho Chi Minh City still faces difficulties and limitations in teachers of arts and technology subjects. Especially the two subjects of fine arts and music when implementing the 2018 General Education Program. These subjects are always in a state of shortage of teachers. For example, in music, there are only 2 candidates applying for 12 positions in high schools. Or in fine arts, the city needs to recruit 8 teachers, there are 5 candidates applying; in technology, there are 8 teachers, there are 7 candidates...
10 YEARS OF NO RECRUITMENT OF ART TEACHERS
The principal of a famous elementary school in District 1, Ho Chi Minh City, exclaimed: "No one believes it, but the truth is that the school has not been able to recruit an art teacher for 10 years. In the past 10 years, the homeroom teacher has also been teaching art to students in all classes."
According to this principal, because primary school teachers are trained to teach many subjects, and at the same time learn and study, they can guide students, but it is still worrisome. "Fine art is a subject in the field of art, the factors of emotion, talent, and passion play a decisive role, so if led by an art teacher, it will help students become more interested. In addition, with the goal of the 2018 General Education Program, developing capacity and career orientation, nurturing passion and promoting personal capacity from primary school will support and promote appropriate career orientation at high school," said this principal.
To help students develop their talents, the school has organized an art club, which operates on a voluntary basis and has a fee to invite art teachers from skill training centers to guide them. From this reality, the principal pointed out a paradox: "The school does not recruit permanent teachers, but there are always teachers teaching at the centers."
Ho Chi Minh City still faces difficulties and limitations for teachers of arts and technology subjects.
ART STUDENTS DON'T WANT TO BE TEACHERS
The leader of a large high school in Binh Thanh District said that in order to meet the demand for students choosing art subjects, the school has announced the recruitment of art teachers for the past two years but has not had any. Therefore, the school has invited one teacher from the conservatory and one art teacher from the junior high school level to teach under contract. During the invitation process, the school often tried to persuade the teachers to join the recruitment to become permanent teachers but they were all refused. "They all said they wanted to spend time on other professional activities outside of school because the income is higher, and at the same time they are not bound and dependent on time and regulations like school," the leader of this high school informed.
Similarly, at Nguyen Du Secondary School (District 1), for the past 3 years the school has not been able to recruit art teachers.
During the meeting between the Department of Education and Training of Ho Chi Minh City and the specialized training faculties of Saigon University on the training and fostering of teachers according to the 2018 General Education Program taking place in mid-2023, the leaders of this University said that the annual enrollment target for the fine arts pedagogy major is 30 but in reality, only about 15 students study. The leaders of Saigon University also acknowledged that graduates are not interested in the educational environment and are looking for job opportunities in other fields.
Solutions from the Department of Education and Training
Faced with this reality, Mr. Tong Phuoc Loc, Head of the Department of Personnel Organization of the Ho Chi Minh City Department of Education and Training, said that the Department has developed a plan to recruit teachers for scarce subjects. Specifically, in addition to placing training orders with universities, in the 2023-2024 school year, the Department will direct its affiliated public service units to proactively arrange and assign on-site human resources. If there are not enough resources, they will cooperate to share guest lecturers or sign short-term labor contracts with the condition that they meet the standards of training, fostering, and professional and technical competence appropriate to the level of education.
Prioritize the mobilization of music and art teachers at secondary level with university degrees or higher to teach at high school level in educational institutions that have the conditions to do so. In addition, consider the capacity of music and art teachers at primary level with university degrees or higher to teach at high school level in educational institutions that have the conditions to do so.
Regarding the long-term plan, the Department of Education and Training continues to decentralize recruitment for high schools in districts far from the center. Conduct recruitment for excellent graduates based on the Government's regulations on policies to attract and create a source of staff from excellent graduates and young scientists .
Accepting civil servants for cases with at least 5 years of working experience in a job position requiring university degree or higher suitable to the requirements of the job position to be recruited and having paid compulsory social insurance.
In case there is still a shortage of recruitment sources, the Department of Education and Training will coordinate with the Department of Home Affairs to submit to the City People's Committee for consideration of training standards related to pedagogical training certificates for those with bachelor's degrees in music and fine arts that are not related to teacher training.
