Reflecting to the reporter of Nguoi Lao Dong, many parents of Chi Lang Primary School (Tan Thong Hoi Ward, Ho Chi Minh City) said that in many classes, not only did the parent representative committee mobilize unreasonable contributions, but the homeroom teachers also collected and spent money not according to regulations.
From wallpaper to wall paint, flooring...
According to some parents of 5th/6th grade students at Chi Lang Primary School, on September 1, they received a notice from the parent representative board stating that the homeroom teacher informed that the 5th grade classrooms would be repainted to be uniform and clean, without wallpaper as before. The estimated cost of wallpapering is 2-3 million VND, while the cost of painting the walls is about 5 million VND, so the classes proposed to paint them all.
With that cost, many parents contributed an average of 200,000 VND each to paint the walls. However, according to one parent, they thought that was it, but soon after, the class representative said: "At first, we agreed to only paint, but the school suggested that the classes should also cover the walls and floors to create aesthetics, cleanliness, and uniformity between the grades."

Message in class 5/6 group about parent mobilization
Parents informed that with the cost of painting the wall as initially agreed, they contributed more than 9.5 million VND, but with the new requirement of wall and floor tiling, more than 7 million VND is needed. A member of the class's parent representative board sent a message in the group: "Our class has 45 students. If each of us parents joins hands to contribute about 200,000 VND each, there will be enough funds to carry out this project so that teachers and students can have clean classrooms like other classes."
It is worth mentioning that although many parents objected to paying more money, the representative boards continued to send account numbers to receive donations. "The children will graduate after this year, but the representative boards are showing too many things, including things that are not really necessary for the students" - one parent complained.
If parents do not participate, their children will be "given priority placement in classes with basic facilities"
Not only class 5/6, some parents of class 1/5 also complained about unreasonable expenses in this class. The homeroom teacher even left "incomprehensible" messages.
According to the reflection, at the beginning of the school year, some parents of class 1/5 stood up to mobilize contributions to buy teachers' cabinets, boarding cabinets; buy printers; paint classroom doors, floor tiles, wall tiles...
Parents said that some people contributed at different levels to the homeroom teacher's account. The homeroom teacher then sent payment invoices to the class group. The invoices showed that they had paid for the purchase of cabinets, deposit for dormitory cabinets, door painting, flooring, wall tiling, printing machine, etc.

The homeroom teacher's controversial message to parents
The homeroom teacher of class 1/5 also texted: "I will send the list of parents and the total cost to the parents later...".
According to many parents of class 1/5, the homeroom teacher's public account to receive contributions from parents, even though it was for decorating the class, was not in accordance with regulations.
Not to mention, some parents also received messages from teachers: "If I decorate the classroom for my child, he will study for all 5 years. If parents participate in contributing, the child will study in the same classroom for all 5 years. If the child moves up a grade or changes classes, he will be placed in a class with the same facilities. If parents do not participate, the child will be given priority to be placed in a class with the basic facilities of a public school."
Reporters of the Lao Dong Newspaper are contacting the school's Board of Directors to clarify the above matters.
