Mong Cai City: Completed and exceeded 18/20 targets for the 2020-2025 term

After 4 years of implementing the Resolution of the 24th Congress of the City Party Committee, Mong Cai has so far completed and exceeded 18/20 targets set out in the Resolution. The economy has grown rapidly and sustainably; the city no longer has poor households; the material and spiritual life and the "happiness" index of the people have been increasingly improved.

One of the breakthrough highlights in implementing the Resolution of the City Party Congress is that Mong Cai focuses on synchronously implementing solutions to restore and develop advantageous service economic sectors after the Covid-19 pandemic, especially the fields of trade and tourism services. Since the beginning of 2020, China has temporarily suspended customs clearance at border gates 10 times to prevent and fight the Covid-19 pandemic; in that context, the city has had many flexible, timely and effective solutions, especially the establishment of "safe green zones" at border gates and openings in accordance with the "Zero Covid" strategy of the other side.

Thanks to that, since the beginning of the term, each year the city has attracted an average of more than 400 enterprises to carry out import and export procedures for goods through border gates and openings in the area. The total value of import and export goods reached over 15 billion USD, with an average growth rate of 10%/year; total budget revenue in the area reached over 15,211 billion VND (domestic revenue was 6,008 billion VND, reaching 112.6% of the estimate assigned by the province; customs revenue reached 5,987 billion VND, reaching 105.5% of the estimate). In the first 9 months of 2024 alone, state budget revenue in the area reached over 3,940 billion VND (domestic revenue was 1,287 billion VND; customs revenue was over 1,804.391 billion VND, exceeding 12.4% of the estimate assigned by the province, up 50.5% over the same period); attracted 592 more import-export enterprises, bringing the total number of enterprises carrying out import-export procedures in the area to 1,178; total import-export turnover reached over 2.9 billion USD. Mong Cai City focuses on promoting cultural development and improving people's quality of life.

The Resolution of the City Party Congress sets the target that by the end of the term, the economic structure will shift in the following direction: Services account for 58%; industry and construction account for 37%; agriculture accounts for 5%. To achieve this goal, the city promotes the development of industry and handicrafts, with special attention paid to the development of clean technology, enhancing value and being environmentally friendly; prioritizing attracting and supporting strategic corporations in the processing and manufacturing industry to study and research investment in the city, such as: Vinhomes Industrial Park Investment Joint Stock Company - Vingroup Group, Amata; speeding up the completion of phases 4 and 5 of Hai Yen Industrial Park; proposing the province to add 2 industrial parks south of Luc Lam River to invest in processing, manufacturing and high-tech industries, production and assembly of electronic components, accessories, auto parts, machinery, logistics... The total value of industrial and handicraft production from the beginning of the term to now has reached more than 33,300 billion VND.

Mong Cai City Medical Center does a good job of taking care of people's health.

Tourism is gradually becoming the city's spearhead economic sector with tourism infrastructure invested in improving service quality. In the 2020-2023 period, it reached 3.962 million visitors; paid 256 billion VND to the state budget for tourism services. In the first 9 months of 2024, the city welcomed more than 2.8 million visitors, an increase of 91% over the same period last year; paid more than 140 billion VND to the state budget for tourism services, an increase of 134% over the same period.

The city focuses on attracting investment resources to develop synchronous and modern infrastructure, meeting the requirements of rapid and sustainable development, associated with Mong Cai Border Gate Economic Zone. The city effectively implements the motto of "using public investment to lead private investment", focusing on developing synchronous transport, urban, tourism and service infrastructure, ensuring connectivity and comprehensiveness with Van Don - Mong Cai Expressway; infrastructure of Bac Luan I and Bac Luan II Border Gate, Van Ninh General Port; Completed investment in upgrading National Highway 18C, the coastal road connecting Van Don Economic Zone with Mong Cai Border Gate Economic Zone, the section from Cau Voi, Van Ninh Commune to Provincial Road 335 (Phase 1), the coastal promenade in Tra Co Ward... In the period of 2021-2024, the investment capital from the budget for the development of the city's socio-economic infrastructure reached more than 3,100 billion VND, the total social investment capital reached 21,210 billion VND, an average increase of 14.7%/year. The total FDI capital in the area reached over 19,200 billion VND.

With economic development, the city actively takes care of ensuring social security, effectively implementing labor, employment, income and meritorious people policies; building a healthy living environment, improving people's quality of life according to the "happiness" criteria.

Up to now, the city has no more poor households according to the poverty standards for the period 2021-2025. The material and spiritual life of people in difficult areas has been improved. The health sector and the quality of public health care services have achieved many important results, contributing to significantly improving community health indicators. The education and training career has had many positive changes with 100% of schools being solidified; 50/55 schools meeting national standards...

In the first 9 months of this year, the total import-export turnover of goods in Mong Cai city reached more than 2.9 billion USD.

With the achievements gained in nearly a term, welcoming new opportunities and fortunes, the city is promoting the implementation of tasks, focusing on building the city into a gateway for economic integration, soon turning Mong Cai Border Gate Economic Zone into an important growth pole, an economic development center of the coastal economic belt of the Gulf of Tonkin, a strong driving force for development of Quang Ninh and the Northeast region.
