The press conference was attended and chaired by Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong, Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee Duong Anh Duc.
Asking the first question at the press conference, Dan Tri reporter mentioned the guiding viewpoint of "taking people's happiness and satisfaction as a measure of the effectiveness of the political system" stated in the political report at the 1st Congress of the Ho Chi Minh City Party Committee. This is also the viewpoint that has been clearly stated by the leaders of the Party, State and Ho Chi Minh City in recent times.
"How will Ho Chi Minh City measure people's happiness and satisfaction, quantify them by what indicators to be close to reality, ensure objectivity to effectively implement the above guiding viewpoint?", Dan Tri reporter asked.

Answering the above question, Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee Duong Anh Duc said that to create satisfaction and happiness for the people, the first issue is that the city needs to create a good living and working environment. This is also the issue that General Secretary To Lam directed at the Congress on solving flooding, traffic jams, pollution and pushing back drugs.
"If we focus on solving these four problems, Ho Chi Minh City will certainly improve people's satisfaction and make them feel happy," said Mr. Duong Anh Duc.
Regarding the measurement and quantification of happiness and satisfaction of the people, the Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee said that the city will use economic , social and living environment development indicators. Next, Ho Chi Minh City will organize to collect opinions from the people, those who directly enjoy the results of development.
“HCMC will organize assessments, measurements, and record people’s opinions in the most objective, regular, and continuous manner. Through that, the city will adjust policies to serve people better and better,” Mr. Duong Anh Duc replied.
In response to the above question, Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong said that in addition to the goals stated by General Secretary To Lam, the city also aims to increase nearly 200,000 social housing units in the area by 2030. This is one of the goals to increase the happiness index and satisfaction of local people.
"HCMC will focus on prioritizing and preparing resources for this issue. Recently, many projects have been implemented, but they are still slow. HCMC will speed up the progress and add resources in the coming time," informed the Deputy Secretary of the HCMC Party Committee.

According to the political report of the Ho Chi Minh City Party Congress, one of the guiding viewpoints for the new term of the city is to affirm the role of the subject and the central position of the people in all guidelines, policies and strategies of the Party Committee and the city government, taking the happiness and satisfaction of the people as a measure of the effectiveness of the political system.
