Ho Chi Minh City wants to dissolve the American International School

TPO - The Department of Education and Training of Ho Chi Minh City has just proposed to the People's Committee of Ho Chi Minh City to dissolve the American International School because the school does not have enough financial capacity to maintain teaching and learning.

The Department of Education and Training (DET) of Ho Chi Minh City has just released official information on the situation related to the American International Primary, Secondary and High School (AISVN).

The Department determined that by the end of the suspension period, AISVN had not yet resolved the reasons for the suspension and had also failed to report its financial capacity to maintain operations.

Faced with this situation, on July 9, the Department issued a document reporting the school's situation to the Ho Chi Minh City People's Committee for consideration and decision to dissolve the school. The dissolution is carried out in accordance with the provisions of Clause 2, Article 51 of the 2019 Education Law.

The Department of Education and Training also said that if the investor meets the conditions for establishment, it is necessary to prepare a dossier to be appraised and allowed to establish a general school with many levels.

Previously, from September 2023, the Department of Education and Training of Ho Chi Minh City recognized that AISVN was facing serious financial difficulties and could not ensure its operations. The Department advised the City People's Committee to establish an interdisciplinary working group to work with the school.

In early 2024, the Department worked directly with the school board chairman and principal many times to find a solution, but determined that the school did not have the conditions to maintain teaching and learning.

In March 2024, the Department coordinated with the Ho Chi Minh City Police and other departments and branches to develop a plan to support students, prioritizing the right to study, and at the same time assigning staff to directly coordinate school operations until the end of the 2023-2024 school year.

However, by June 2024, AISVN still did not meet the financial and personnel requirements as prescribed. Therefore, the Department suspended the school's educational activities for 12 months, with the provision that if the deadline expired and the school did not improve, it would be submitted to the Ho Chi Minh City People's Committee for dissolution.

In June 2025, the Department of Education and Training of Ho Chi Minh City had a working session with representatives of AIS American International Education Joint Stock Company and American International School Vietnam to assess the progress in overcoming the causes leading to the suspension of educational activities.

At the meeting, the Department of Education and Training requested the investor to prepare a report with evidence proving that all the causes of the violations had been fully remedied. On June 18, 2025, the company representative, Mr. Ho Quang Trung, signed a report on the remediation of the violations and submitted an application to extend the suspension of the school's educational activities for another 12 months, from June 30, 2025 to June 30, 2026.

Reports from relevant agencies also show that AIS Company and American International School Vietnam did not report on labor use in the first 6 months of 2025, and did not declare taxes in March and April 2025. As of May 31, 2025, the total amount of late payments to social insurance, health insurance, unemployment insurance and occupational accident insurance funds was nearly 32 billion VND.

"By the end of June 2025, the investor still did not have a feasible financial plan to pay off the debt and overcome the causes leading to the suspension of operations," said the Department of Education and Training.
