Movement in each ward, each headquarters
On June 26, in the wards of Thu Duc City, the atmosphere was bustling as many wards were both arranging to hand over work and renovating their headquarters to prepare for the official opening day. At the headquarters of Tang Nhon Phu A Ward (old), at 29 Le Van Viet Street, preparations were in full swing. Officials and civil servants focused on transferring documents, installing new nameplates, and rearranging the working space. The new Tang Nhon Phu Ward after the merger has a population of over 180,000 people, so reorganizing the apparatus and workplace is an urgent requirement.

At the headquarters of the People's Committee of An Khanh Ward (Thu Duc City) - where the new headquarters of An Khanh Ward is located (after the arrangement of An Khanh, An Loi Dong, Thao Dien, Thu Thiem wards and part of An Phu Ward) - it is also being renovated, from the signboard system, office area to the Public Administration Service Center area. Mr. Nguyen Thanh Trung, Head of the Department of Internal Affairs of Thu Duc City (expected to hold the position of Chairman of the People's Committee of An Khanh Ward) said that according to the schedule, on June 28, all infrastructure, information technology and personnel will be fully arranged so that on July 1, the new apparatus will be ready to serve the people. It is expected that the Public Administration Service Center of An Khanh Ward will be inaugurated on June 30.
Similarly, the People's Committee headquarters and the Public Administration Service Center of Binh Loi Trung Ward are being urgently repaired. This is currently the headquarters of Ward 13 (Binh Thanh District), so for more than a week, the repairs have been carried out at night, so as not to affect the reception and processing of documents of Ward 13. "The headquarters for the new ward has been repaired. The work of arranging old documents for transfer, equipment and the new area for receiving people has been gradually completed so that on July 1, we can start serving the people", said Mr. Duong Tan Khanh, Party Secretary of Ward 14 (expected to hold the position of Vice Chairman of the People's Committee of Binh Loi Trung Ward).
According to Mr. Khanh, the ward has arranged reasonable working places for each cadre and civil servant. In particular, the area for receiving people and businesses is designed to be friendly and close so that people feel most comfortable and convenient when coming to carry out procedures. "The requirement of friendly reception of people is of special concern. Therefore, Binh Loi Trung ward is ready, preparing the best requirements to improve service quality, aiming for a government that is close to the people and understands the people," Mr. Duong Tan Khanh shared.
No interruption in service to the people
At many offices, despite renovations and reorganizations, the “one-stop” department that receives and returns documents still operates normally. The People’s Committee of Hiep Phu Ward (old) will soon become the headquarters of the Party Committee and mass organizations of Tang Nhon Phu Ward. Outside, everything is in disarray because of the relocation of equipment and facilities, but the department that receives and returns documents from people still operates normally. When people come here, they are guided through procedures and receive documents enthusiastically by civil servants and officers.

For applications that have been received but the return date is past July 1, people will be guided to the new ward headquarters. Officials will also text directly to inform people via the registered phone number. It was noted that in the morning, many people also came to the ward to ask where to receive previously submitted applications. All were given detailed instructions by officials, ensuring that the applications would be returned on time, at the new ward People's Committee headquarters.
Also on the morning of June 26, the headquarters of the People's Committee of Hiep Binh Chanh Ward (Thu Duc City) was bustling like a festival. Officials and civil servants processed documents, participated in meetings to prepare for the new apparatus, and at the same time handed over and renovated the headquarters. The words "People's Committee of Hiep Binh Chanh Ward" were removed, the dust of time was wiped off, as a solemn farewell to the place that marked many years of serving the people.
In the hall - where the Merger Resolution announcement ceremony will take place - the chairs and podiums are all neatly arranged. Each thick file is carefully classified and put into cardboard boxes. The government's files will be sent to the new ward People's Committee, the Party's files will be transferred to the Party Committee's office. No one mentions the matter of going or staying, because the only thing everyone shares with each other at this time is the spirit of working hard, so that no citizen's rights will be interrupted, so that the transition will take place smoothly and completely.
Ward representatives affirmed that although it was a bit rushed, the wards were proactive and made efforts to complete it. From repairing headquarters, arranging desks, checking internet connections to reorganizing file storage... all were focused on and implemented by localities. The network system, public administration software, and data integration platform were guaranteed to be interconnected, minimizing network congestion or interruptions when people came to do transactions in the first days of July.
The newly renovated headquarters and Public Administration Service Centers of the new wards are not only symbols of a new look, but more importantly, the most concrete expression of the determination to innovate and better serve the people.
On June 27, the People's Committee of Ho Chi Minh City issued an urgent document conveying the direction of Chairman of the People's Committee of Ho Chi Minh City Nguyen Van Duoc on ensuring the reception and settlement of administrative procedures (TTHC) after rearranging the organizational apparatus and implementing the 2-level local government model.
The Chairman of the People's Committee of Ho Chi Minh City assigned the Office of the People's Committee of Ho Chi Minh City to urgently provide a list of administrative procedures with records generated, and coordinate with the Ho Chi Minh City Digital Transformation Center to configure the National Database on Administrative Procedures. The Ho Chi Minh City Digital Transformation Center continues to provide direct and online training to serve the use of shared digital platforms for ward and commune officials and civil servants; ensure technical solutions for transmission signals and connections to wards and communes are smooth and stable, absolutely not allowing any interruptions.
The People's Committees of localities urgently review the equipment installed at the People's Committees of wards and communes after arranging to complete the information technology infrastructure. This is to maintain the stable operation of digital platforms and ensure information safety and security, to be completed no later than June 28. Urgently provide a list of officials and civil servants officially assigned to work at wards and communes so that the Digital Transformation Center can create accounts and set up and configure them for use on the system.
The Chairman of the People's Committee of the district, town and Thu Duc City presides over the implementation of the handover of electronic records and data starting from 5:00 p.m. on June 30. The Department of Science and Technology synthesizes and immediately proposes the list of equipment registered by wards and communes and equipment plans, to be completed before July 11; urgently register digital certificates for 168 wards, communes and special zones to ensure conditions for processing records in the electronic environment.
