The People's Committee of Ho Chi Minh City has just submitted a document to the Prime Minister on approving the investment policy for the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project (Phase 1) under the PPP (public-private partnership) method and BOT (build - operate - transfer) contract.
This project belongs to group A with the People's Committee of Ho Chi Minh City as the competent authority; the project preparation unit is the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board).
The project starts at the intersection with Ring Road 3 in Cu Chi District (HCMC). The end point connects to National Highway 22 in Ben Cau District, Tay Ninh Province. The total length of the expressway is about 51 km, of which the section passing through HCMC is about 24.7 km and the section passing through Tay Ninh Province is about 26.3 km.
Regarding the investment scale, phase 1 has 4 expressway lanes 25.5 m wide; land clearance at one time according to the scale of 6 expressway lanes for the entire route. Technical standards have a design speed of 120 km/h. On the route, there are 5 intersections, including 4 interconnecting grade intersections (Ring Road 3, TL8, DT 787B, QL 22B) and 1 level intersection at the end of the route intersecting with QL22.
At residential intersections, overpasses or underpasses will be used, arranged in accordance with the existing road level and taking into account the need for expansion and upgrading according to future planning to ensure clearance for traffic.
In addition, drainage, lighting, and rest stops will be built; Intelligent Transport Systems (ITS) will be built to manage and regulate traffic safety on the route; Toll stations will be built on the expressway and the branches leading to and from the intersections; Non-stop toll collection technology will be applied; Access roads will be built on both sides of the route in residential areas, ensuring connectivity for the people when the expressway is built...
According to the People's Committee of Ho Chi Minh City, the preliminary land use demand of the project is about 409.3 hectares with 566 affected households. The area of land clearance will be carried out at once on a scale of 6 expressway lanes, organized by the People's Committee of Ho Chi Minh City and the People's Committee of Tay Ninh province.
Regarding capital, the state capital in the project is 9,674 billion VND, accounting for 49.31% of the total investment (the Central Government allocates 2,872 billion VND, the Ho Chi Minh City budget capital is 6,802 billion VND). The remaining capital is from investors and PPP project enterprises reaching 9,943 billion VND, accounting for 50.69% of the total project investment.
The preliminary financial plan has 14 years and 10 months to pay back the capital. The project contract period is expected to be 16 years and 9 months. At the end of the term, the investor will transfer the project to the competent authority for management.
Project implementation period is expected from 2024-2029. Investor selection in 2024. Site clearance and resettlement in 2024-2025.

According to the Ho Chi Minh City People's Committee, currently, National Highway 22 (Trans-Asia Highway) is the only national highway connecting Ho Chi Minh City with Moc Bai international border gate (Tay Ninh), an international gateway connecting with countries in the ASEAN region.
Through the survey, the two-way trade demand from Ho Chi Minh City and Tay Ninh province is increasing rapidly, but National Highway 22 is overloaded, leading to frequent congestion, affecting the flow of goods and travel, increasing traffic accidents. In addition, the route has many intersections at the same level... This hinders the socio-economic development of the localities where the project route passes through and the key economic region of the Southeast.
Ho Chi Minh City believes that investing in the construction of the Ho Chi Minh City - Moc Bai Expressway is extremely necessary. When completed, this expressway will share traffic volume on National Highway 22, increase competitiveness by reducing time and increasing the capacity of transporting goods and passengers to and from Ho Chi Minh City; reduce the risk of traffic insecurity; increase the attractiveness of tourism in the region, and reduce environmental pollution.
At the same time, when completed, the expressway will connect Ho Chi Minh City's belt roads such as Belt Road 3 and Belt Road 4 with Tay Ninh province and connect to the Go Dau - Xa Mat expressway in the future, promoting the advantages of the expressways to develop the economy - society, ensuring national security and defense.
