Hanoi Law University has a new Rector and Chairman of the School Council

GD&TĐ - On July 16, Hanoi Law University announced the decision to recognize the School Council, Chairman of the School Council, and Principal for the 2025-2030 term.

On June 10, the Minister of Justice signed the Decision to recognize the Hanoi Law University's School Council for the 2025-2030 term according to Decision No. 1686/QD-BTP and the Chairman of the School Council for the 2025-2030 term according to Decision No. 1689/QD-BTP.

Accordingly, the School Council for the 2025-2030 term consists of 15 members, Dr. Chu Manh Hung holds the position of Chairman of the School Council for the 2025-2030 term.

The establishment and recognition of the Hanoi Law University Council, the Chairman of the Council, the Rector of the University for the 2025-2030 term, and the appointment of the Vice Rector of Hanoi Law University are important milestones for Hanoi Law University, creating a solid foundation for the continued implementation and realization of the goal of building the University into a key University for training legal staff according to Decision 1156/QD-TTg of the Prime Minister.

Also in this solemn ceremony, Hanoi Law University announced Decision No. 1786/QD-BTP recognizing Associate Professor, Dr. To Van Hoa as Rector of Hanoi Law University; Resolution No. 12/NQ-HDTĐHLHN appointing Mr. Hoang Xuan Chau, Rector of Northern Law College, as Vice Rector of Hanoi Law University.

Speaking at the ceremony, Minister of Justice Nguyen Hai Ninh congratulated the 15 members elected to join the Hanoi Law University Council for the 2025-2030 term as well as congratulated Mr. Chu Manh Hung, Mr. To Van Hoa and Mr. Hoang Xuan Chau.

Accordingly, Mr. Nguyen Hai Ninh requested that the Party Committee, the University Council and the appointed leaders need to fully understand the requirements and responsibilities in their new positions, continue to practice, strive, and promote the achieved results to join the collective of Hanoi Law University to excellently complete the assigned political tasks.

In 2025, the school must review and complete all regulations on organization, finance, development strategy, and make adjustments suitable for the new period; focus on improving the quality of scientific research training; comprehensively innovate training programs and methods so that graduates are able to immediately meet the requirements of the human resource market.

In addition, the school also continues to promote the application of information technology, digital transformation and artificial intelligence in management, teaching and research; complete the Project 2 in Bac Ninh province on schedule, put it into effective use, and avoid waste.

Also at this ceremony, Mr. To Van Hoa - Rector of Hanoi Law University said: "This is a great honor for me and my family. I am also aware that this is a heavy responsibility, especially in the context of the school moving towards ambitious and challenging development goals. Among them, the strategic goal of participating in the QS 4-Star ranking by 2026, aiming for the QS Asia ranking by 2032, is an opportunity to improve overall quality, restructure the system according to international standards and affirm the position of the school on the regional legal education map.

The road ahead is a new one with many difficulties and challenges. But I believe that with the close attention and direction of the Ministry of Justice's leadership, the effective coordination of ministries, departments, branches and relevant agencies; together with the solidarity, consensus, responsibility and creativity of all cadres, lecturers and civil servants, Hanoi Law University will firmly overcome all difficulties and continue to develop strongly and sustainably.

Mr. Chu Manh Hung was born in 1973 in Phu Tho:

Bachelor of International Law, Hanoi Law University (1995); Master of International and Comparative Law, Lund University, Sweden, and Hanoi Law University (2004); Joined the Party in 2000; Doctor of International Law, Hanoi Law University (2012).

- 1995 to 2008: Lecturer of the Department of International Public Law, Faculty of International Law;

- From 2014 to June 2019: Vice President of Hanoi Law University;

- From June 2019 to June 2021: Acting Chairman of the University Council of Hanoi Law University for the 2019-2024 term, 2020-2025 term;

- June 2021 to present: Chairman of the University Council of Hanoi Law University for the 2020-2025 and 2025-2030 terms.

Mr. To Van Hoa was born in 1973 in Quang Ngai:

Bachelor of International Law, Hanoi Law University (1995); Master of European Law, Lund University, Sweden (2000); Doctor of Constitutional Law, Lund University, Sweden (2006);

- From 1997 to 2009: Lecturer, Faculty of Administrative Law - State, Hanoi Law University;

- From March 2021 to May 2025: Vice President of Hanoi Law University;

- From May 2025 to present: Acting Rector of Hanoi Law University;

- From June 2025 to present: Rector of Hanoi Law University.
