The new standard being drafted by the Ministry of Transport has many changes compared to the current standard QCVN 41:2019/BGTVT. In particular, the notable point is the addition of cases where vehicles must stop even when seeing a green light.

Specifically, if there are pedestrians or wheelchairs of disabled people moving on the roadway, vehicles participating in traffic must reduce speed or stop to give way to them. This is to ensure absolute safety for vulnerable people when participating in traffic.

According to the draft, traffic light signals will continue to be applied with three traditional colors: Green, yellow and red. Green light signals continue to allow vehicles to move. However, on the condition that drivers must pay attention and give way to pedestrians, especially those using wheelchairs.

According to the new standard, even when the light is green, you still have to stop.

A yellow light requires vehicles to stop before the stop line, but if they have already passed the stop line, they are allowed to continue moving. A flashing yellow light still allows vehicles to move, but on the condition that they slow down and give way to pedestrians.

Red lights, as previously defined, still require vehicles to stop before the stop line or before the traffic light if there is no stop line.

Another new point in this standard is that the traffic light system after installation must be tested by the investor and the road management agency before being officially accepted and put into operation. This helps ensure that the light system operates stably and meets the requirements of traffic organization on the road.

Previously, there was much debate about removing the countdown timer feature on traffic lights. However, in the latest proposal, the Ministry of Transport agreed to retain this option. Traffic lights can display countdown time or not, depending on the specific requirements of each area.
