The urgent dispatch from the Ministry of Agriculture and Environment was sent after the meteorological agency reported that the mountainous and midland areas of the North are likely to experience a period of rain with total rainfall of 50-120mm, possibly over 250mm. The meteorological agency warned of the risk of flash floods and landslides in mountainous provinces.

Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep noted that recently, the North and North Central regions have experienced two major floods (the first occurred after the circulation of storm No. 3 caused serious damage in Nghe An province).
