From the "miracle" of the Han River to the aspiration of a new Da Nang

Da Nang City is entering a new development journey, with the goal of reaching international stature.

Overcoming challenges, creating miracles

The period 2020 - 2025 is considered a period of overcoming difficulties for Da Nang - Quang Nam . Because in this period, the Party Committee and the government of the two localities face many unprecedented challenges.

In addition to the general difficulties from the world political and economic situation, Quang Nam also had to struggle to cope with the historic Covid-19 pandemic, which lasted for nearly half of the term. The epidemic caused the tourism and service industry, the main contributor to the growth of the two localities, to almost "freeze", leading to a decline in the economy. Along with that, the difficulties and obstacles in implementing inspection conclusions, judgments, and recommendations related to projects and land from central authorities also greatly affected the socio-economic situation.

In such a difficult context, the Party Committee, government and people of Da Nang City and Quang Nam Province have promoted tradition, overcome difficulties, overcome limitations, not only restored but also brought about spectacular socio-economic development.

With the motto: "Solidarity - Democracy - Discipline - Creativity - Development", the 1st Congress of the Da Nang City Party Committee, term 2025 - 2030 is an important political milestone, opening a new development period, realizing the aspiration of reaching international level of the new Da Nang City.

Mr. Tran Van Vu, Head of the Da Nang Statistics Office, said that despite facing many challenges, Da Nang has made strong progress in the 2020 - 2025 term. “In the 2020 - 2021 period, the consequences of the Covid-19 pandemic were very severe, but the City still overcame and made a miraculous recovery. During the term, many land-related problems were also resolved, thanks to which many projects and works were implemented, creating growth momentum. Previously, Da Nang developed in breadth, but in the past term, the City has developed in both height and depth,” Mr. Vu shared.

By implementing the "dual goals" resolutely, synchronously and effectively, the economies of Da Nang and Quang Nam have been restored and grown strongly again after Covid-19. Statistics show that key economic sectors have recorded impressive growth rates. The average GRDP of Da Nang City reached 6.82%/year; Quang Nam province reached 4.6%/year; the two localities together reached 5.8%/year.

With great potential, a system of international-branded accommodation and resorts, and the successful organization of many international events and festivals, the service - tourism sector continues to be a key economic sector. In the period 2020 - 2025, the number of visitors staying in Da Nang is estimated to increase by 34%/year, in Quang Nam is estimated to increase by 42%/year; the average increase in the two localities is 37%/year.

Notably, the industrial - construction sector also recovered and grew again, with an estimated average rate of 5.9%/year. Da Nang City focused on developing infrastructure, gradually forming high-tech parks, industrial parks, and modern, synchronous industrial clusters; meanwhile, Quang Nam focused on developing Chu Lai Open Economic Zone, gradually becoming a driving economic zone of the region and the whole country. In particular, the Chu Lai - Truong Hai Automobile Complex developed on a regional scale, bringing the total industrial production value in Chu Lai Open Economic Zone to account for more than 60% of the total industrial production value of the whole province.

Large investment capital continues to be poured into the capital of the Central region, when the total development investment capital of Da Nang City is estimated at 175,124 billion VND, an increase of 1.3%/year; and Quang Nam province is estimated at 189,636 billion VND, an increase of 10%/year; the average of the two localities is 5.6%/year. These figures show that Da Nang and Quang Nam are becoming potential investment destinations for domestic and international enterprises.

Not only focusing on controlling the epidemic and recovering the economy, in the past term, the two localities also focused on strong resources for dynamic infrastructure projects, creating a breakthrough foundation for the coming period. A series of key projects were started and implemented synchronously such as: Lien Chieu Port (shared infrastructure), 50,000-ton port channel at Cua Lo, upgrading Da Nang International Airport, socialized investment in Chu Lai Airport, along with key traffic routes La Son - Hoa Lien, Hoa Lien - Tuy Loan, National Highways 14B, 14G and Vo Chi Cong Street. In parallel, large budgets were also prioritized for information technology and telecommunications infrastructure, creating a foundation for smart cities.

In particular, the two localities have proactively implemented Resolution 57-NQ/TW (December 22, 2024) on scientific and technological breakthroughs, innovation and digital transformation; issued policies on the development of semiconductor chips and artificial intelligence; established a Center for Research and Training on Microchip Design and AI in Da Nang. These strategic steps affirm the region's readiness for a new growth phase, towards the role of a center for innovation and logistics in the country.

The outstanding economic achievements in the 2020 - 2025 term have significantly contributed to the impressive development journey of Da Nang - Quang Nam after 50 years of Liberation. As General Secretary To Lam affirmed at the 50th Anniversary of the Liberation of Da Nang City (March 29, 1975 - March 29, 2025): "Da Nang has a new look, becoming a livable, civilized city, forming a competitive brand of international stature. Da Nang has created a miracle of the Han River in Vietnam in socio-economic development".

Aspiration to reach the ocean

The difficulties of the 2020 - 2025 term further highlight the determination and strong will of the Party Committee, government and people of Da Nang - Quang Nam, not only in economic recovery, but also in maintaining the growth foundation. More importantly, the City has created new driving forces, ready for the journey of development to reach international level.

During the past term, the Central Government has paid special attention to Da Nang City with many specific mechanisms and policies, creating a strong launching pad for development. Typical examples include the first implementation of the Da Nang Free Trade Zone in Vietnam; the formation of the Da Nang International Financial Center - a completely new economic sector; and a resolution to remove difficulties and obstacles for projects in the City. In particular, the policy of arranging administrative units to bring Quang Nam - Da Nang "back to one house" opens up a large space and new development space for Da Nang's next journey.

With functional areas including production - logistics, trade - services, digital technology industry and innovation, etc., Da Nang Free Trade Zone is expected to be an institutional breakthrough, forming an international development space, capable of leading green growth, innovation and attracting strategic capital flows. This is also the first locality in Vietnam to deploy this model, becoming an important link in the global supply chain and the Asia - Pacific region; at the same time, it is a production center, an international freight transit hub, closely connected with Lien Chieu port, Da Nang international airport and the East - West economic corridor. Thereby, contributing to promoting the development of high-tech industry, innovation and digital transformation.

The development of the Da Nang Free Trade Zone in association with the International Financial Center will form a modern, smart, highly competitive and influential economic ecosystem. The National Assembly's Resolution on the construction of the International Financial Center in Ho Chi Minh City and Da Nang City is a strategic step, creating an economic launch pad, bringing Vietnam deeper into the global financial market. With the orientation of focusing on specialized fields such as green finance, trade finance; controlled piloting of new models such as digital assets, digital money, digital payments; promoting the development of startups providing financial solutions for consumer life, tourism, trade, logistics, etc., the Da Nang International Financial Center will open up a new economic space.

Da Nang, with its advanced digital infrastructure, high-quality human resources and open policies, is creating favorable conditions for fintech businesses and blockchain startups to develop. When the financial center comes into operation, the demand for fast transactions, low costs, and high security will promote blockchain to become a strategic tool. This not only helps Da Nang position itself as a destination for digital finance, but also opens up advantages for the City to become a regional blockchain center, leading the trend of financial innovation in the digital age.

In particular, after 28 years of separation, Da Nang and Quang Nam "returned to the same house", becoming the city with the largest area and the longest coastline in Vietnam; possessing "two wings" which are Da Nang and Chu Lai international airports; with an economic scale of more than 280,000 billion VND. According to economic experts, the combination of Da Nang's synchronous and modern urban infrastructure with Quang Nam's large, potential land fund not only expands the urban development space, but also creates opportunities to restructure the entire urban - industrial - service - agricultural system. This is the premise for the formation of a centrally-run city with a new stature: spacious in space, strong in internal strength and flexible in regional connectivity.

At the working session with the Standing Committee of the Da Nang City Party Committee and the Standing Committee of the Quang Nam Provincial Party Committee, General Secretary To Lam emphasized the need to maximize the potential and advantages of both localities after the merger; realizing the aspiration to bring Quang - Da land to the open sea, affirming its position worthy of national and international stature.

“We must build Da Nang - Quang Nam into a growth pole of Vietnam, with high competitiveness in the Asia - Pacific region. A new Da Nang - Quang Nam needs to position itself not only as the economic - social center of the Central region, but also demonstrate a pioneering role in leading other localities in the process of modern development,” the General Secretary emphasized.
