Deputy Secretary of the Party Committee and Chairman of the People's Committee of Dai Phuoc Commune, Ho Quoc Tan, emphasized: The commune pays special attention to researching, implementing, and applying good models and new methods in administrative reform to better serve and resolve the needs of people and businesses.

Solve the application and find a job at the same time

Recently, Mr. Nguyen Minh Tien (residing in Dai Phuoc commune) went to the Dai Phuoc Commune Center for Cultural Affairs to complete the procedures for notarization and certification of documents to look for a job. After completing the procedures, Mr. Tien was asked by the staff handling the application and guided to the recruitment desk of the enterprise located right at the center. Meeting and talking directly with the recruitment staff of the enterprise, Mr. Tien clearly expressed his excitement.

“I came here to apply for a job but unexpectedly found a job. Killing two birds with one stone. If there wasn’t a recruitment desk here, I would have had to run back and forth to many places to find a job. Having a recruitment desk here is very convenient for people,” Mr. Tien happily shared.

Mr. Pham Son Dien, Deputy Director of the Center for Public Administration of Dai Phuoc Commune, said: In the commune, about 60% of the total number of administrative records are certified and half of them are certified records for job searching. Realizing the great need for job searching of the people, the commune has proactively coordinated with Hwaseung Vina Company Limited (this is a large enterprise with more than 35,000 employees who always have regular recruitment needs), arranging a consulting and recruitment point directly at the Center for Public Administration of Dai Phuoc Commune. This is to create convenience and promptly resolve the needs of the people.

Mr. Duong Minh Nhat Long, a labor recruiter at Hwaseung Vina Co., Ltd., shared: The company has a large number of orders, so it needs to recruit about 1,000 workers. The commune's proactive support for the company to set up a labor recruitment desk at the Center for Cultural Affairs has helped the company and workers connect more. Since starting to set up a recruitment desk here, the company has received many job applications from workers.

Improve citizen satisfaction

Along with the above model, the model of Welcome Drink when people come to the Center for Public Administration in Dai Phuoc commune to resolve administrative procedures also creates a good impression on the people here. Accordingly, at the Center for Public Administration, the commune arranges a water counter, serving juices, tea, and coffee for people to use for free. This has been maintained from August 1st until now, with a frequency of 3 times/week. The funding source for implementation is entirely from socialization, including the support and contributions of the officials and civil servants at the Center for Public Administration.

Ms. Nguyen Thi Hong, a resident of Dai Phuoc commune, shared: “When coming to do administrative procedures, the officials not only enthusiastically processed the documents but also thoughtfully served drinks to the people while waiting. It is true that the government serves the people.”

To facilitate people in handling administrative procedures, the commune also proactively built internal procedures for handling records outside of administrative procedures.

Deputy Director of the Center for Public Administration of Pham Son Dien commune said: In fact, people need to resolve many types of documents according to the old commune model but they are not yet regulated in the administrative procedures. Realizing that, the commune has organized work and unified the process into 2 groups to create the most convenience for people. The first group is to confirm documents for people to carry out the next procedures outside the commune. For this group, people only need to go to the Center for Public Administration of Pham Son Dien to submit and receive results. The second group is to confirm documents for people to carry out the next procedures within the commune such as: electricity, water, loans, imports, confirmation from hamlets... For this group, the relevant units will coordinate to confirm in writing with each other as a basis for resolving documents for people. From there, it helps people not have to go to many units as before, reducing processing time and increasing people's satisfaction.

According to Mr. Pham Son Dien, along with maintaining the effectiveness of the above models and methods, the commune is developing a plan to deploy many new models.

Right from the first days of operating the 2-level local government model, the Party Committee and People's Committee of Dai Phuoc commune identified administrative procedure reform as an important political task, closely linked to the goal of building a democratic, modern, streamlined, effective, efficient, honest, and people-serving administration.

Accordingly, this October, the commune plans to implement the Bookcase model at the Commune Cultural Center. The bookcase is equipped with a variety of books suitable for many types of subjects. This will help people have more conditions to receive knowledge and entertainment while waiting for their documents to be processed, and contribute to spreading the reading culture.

Another model that can be mentioned is to deploy 15 community digital technology teams to take turns serving and supporting people at the Center for Cultural Heritage. This method is aimed at both supporting the improvement of digital citizenship skills for people and helping the community digital technology teams to improve their capacity and maximize their role...
