Each Conference has its own mark. In particular, the 2nd ASEAN Ministerial Meeting on Sports (AMMS-2) , held on December 5, 2013, in Vientiane, Laos, continued the spirit of the 1st Conference (held in Yogyakarta, Indonesia in 2011) to move from the "start-up" phase to the "consolidation" phase with contents shaping the regional action program, emphasizing the role of education , youth and gender equality in sports.
The Vientiane Declaration requires the development and completion of an ASEAN Work Plan on Sports, which emphasizes principles such as equal access and non-discrimination; focusing on women, children, and the disadvantaged; increasing affordable and accessible physical training opportunities; and developing sports infrastructure and management skills.
In addition, AMMS-2 encourages the organization of cross-border community sports events, exchange of coaches and experts, and coordination in combating negative behaviors and enhancing integrity in sports.
The Joint Statement of the Conference also emphasized the need for inter-sectoral and inter-national coordination to integrate sports into health -education-youth policies; encourage sharing of learning materials, training of physical education coaches/teachers and organizing many annual exchange events for students.
At the same time, the Conference affirmed cooperation in anti-doping, enhancing governance standards, promoting sports for people with disabilities and exploiting the cultural and tourism values of traditional sports.
The Ministers appreciated the role of the ASEAN Senior Officials Meeting on Sports (SOMS) in concretizing the program; proposed to develop a roadmap and metrics to monitor progress. Strengthening the working mechanism between officials and ministers is key to helping AMMS from 2015 onwards to be able to adopt Joint Statements with clearer structures, objectives and areas of cooperation.
Along with that, ASEAN has begun to look further into the possibility of co-hosting world-class events in the future, seeing it as both an infrastructure and human resource boost and a symbol of “one ASEAN”.
It can be affirmed that AMMS-2 is an institutionalized step, helping ASEAN sports cooperation to escape from spontaneity and move towards having clear plans, goals and priorities; thereby, increasing the sustainability of programs spreading in the community.
At the same time, shape the identity of ASEAN sports cooperation: inclusive - integrated - community-oriented, create a legal/policy framework for regional projects to be implemented substantially in the 2013-2015 period and the next 5-year plans.
