Provincial People's Committee held a thematic meeting in June

Under the chairmanship of comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, this afternoon (June 13), the Provincial People's Committee held a thematic meeting to listen and give opinions on contents under its authority.

At the meeting, the Provincial People's Committee gave opinions on 6 draft reports on the results of implementing tasks and fields of work in the first 6 months of the year and directions and tasks for the last 6 months of 2024. Including: Practicing thrift, fighting waste; administrative reform; ensuring traffic order and safety; preventing and combating corruption and negativity; receiving citizens, handling complaints and denunciations; preventing and combating crimes and law violations.

In his concluding remarks at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung highly appreciated the responsibility of a number of departments and branches in the work of building and preparing reports to present at the meeting.

Regarding administrative reform, 8 goals and 41 tasks were set out at the beginning of the year, and 25 tasks (60%) have been completed so far. Of the 7 contents of administrative reform to be implemented in 2024, the head of the Provincial People's Committee highly appreciated the results of administrative procedure reform when Project 06 was effectively implemented, which was recognized and highly appreciated by the Prime Minister . The active participation of all levels and sectors has created positive changes and this is a lesson learned in administrative reform. Specifically, it is necessary to clearly define the implementation goals, clearly assign people and tasks, and have been regularly inspected, monitored and urged by sectors and localities.

Among the four indexes related to administrative reform, Par Index and SIPAS have shown positive changes. Emphasizing that administrative reform is a regular and continuous task, the Chairman of the Provincial People's Committee requested all levels and sectors to look frankly at the shortcomings and limitations, especially the PCI and PAPI indexes, to propose solutions to overcome them.

Chairman of the Provincial People's Committee Nguyen Duc Trung also pointed out that there are still a number of sectors, agencies, units and individuals who have not yet complied with and fulfilled their responsibilities, especially in consulting and handling work. The situation of delay, shirking responsibility and violating discipline and order still occurs. These are issues of great concern. The head of the Provincial People's Committee emphasized: Administrative reform is not only the task of the Home Affairs sector, it is the responsibility of all levels and sectors associated with the head; it must be carried out regularly and continuously.

Regarding the work of ensuring traffic order and safety, Chairman of the Provincial People's Committee Nguyen Duc Trung assessed the positive changes and results achieved in the first 5 months of the year, when all 3 criteria (number of accidents, number of deaths, number of injuries) decreased. However, regarding the shortcomings, limitations and causes, the report must clearly state and address the shortcomings of sectors, localities and units, not make general assessments.

Regarding the work of preventing and combating corruption and negativity, Chairman of the Provincial People's Committee Nguyen Duc Trung said: Basically, there are no major problems, but there are still many potential complications. The province's viewpoint is to regularly review and evaluate; strengthen prevention work and not create an environment for negativity and corruption to arise. The work of preventing and combating corruption and negativity must be carried out in the right spirit: correctly forecasting the situation; finding the right causes; proposing the right solutions for implementation.

In the first 6 months of the year, the number of complaints and denunciations increased. According to the Provincial Inspectorate, the cause of the problem is related to compensation and site clearance for National Highway 1A. Chairman of the Provincial People's Committee Nguyen Duc Trung stated that the National Assembly has approved 1,275 billion VND to pay for compensation and site clearance for National Highway 1A more than 10 years ago. This is a big problem, requiring relevant departments, branches and localities to clarify, carefully prepare documents and strictly review procedures. The problem must be solved step by step to ensure payment to the right subjects, if payment is not made to the right subjects, it becomes a violation. Information must be conveyed to the people in a complete and clear manner. In addition, many key projects are being implemented in the whole province, so problems with site clearance are a reality, and complaints from people are inevitable. In fact, land compensation and site clearance are complicated issues due to historical problems. Now, how to handle and resolve the problems to keep up with the progress of the projects but to ensure the harmony of the interests of the people is not an easy problem. However, the responsibility of the authorities at all levels and functional branches must still be focused on solving.

Also at this meeting, the Provincial People's Committee gave opinions on 6 draft Resolutions to submit to the Provincial People's Council meeting, including: Project to promote decentralization for the People's Committees at district and commune levels and specialized agencies under the People's Committee of Nghe An province; Resolution of the Provincial People's Council on changing the purpose of using rice-growing land, protective forest land, and special-use forest land; Approval of the list of works and projects requiring land recovery; Resolution stipulating a number of policies to support ethnic boarding schools and high schools implementing the ethnic boarding school model in ethnic minority and mountainous areas; Policy to support health insurance premiums and co-payments for HIV/AIDS-infected people with health insurance cards in the area; Issuance of a list of public career services using the State budget in the field of Industry and Trade.
