Flexible and creative application of mechanisms and policies

During the past term, Lao Cai province has flexibly and creatively applied the Party's guidelines, mechanisms, policies and regulations of the State to the province's socio-economic management and administration, thereby forming a driving force and growth model suitable to local practical conditions.

The results do not only stop at specific numbers and development achievements in the past period, but also are valuable lessons in the spirit of "dare to do, dare to innovate - create, dare to face challenges, dare to take responsibility" and "for the common good", "benefit" here is the position and potential of Lao Cai today.

The Resolution of the 19th Congress of the Party Committee of Yen Bai province (old), term 2020 - 2025, identified one of the key tasks as "restructuring the economy towards green development, in line with the potential and advantages of the province; focusing on developing agriculture and forestry according to the value chain associated with building sustainable new rural areas". To realize this, on January 20, 2021, the Yen Bai Provincial Party Committee issued Resolution No. 20-NQ/TU on developing the agricultural sector towards improving quality, efficiency, and added value associated with building sustainable new rural areas in Yen Bai province, period 2021 - 2025.

Along with that is the high political determination of Party committees, authorities and the entire political system, and the people in the province with breakthrough solutions such as promoting decentralization, empowering the grassroots; providing focused and key support; prioritizing and integrating resources; promoting movements with the motto of taking practical effectiveness and changes in all aspects of life of people in rural areas as the basic measure.

The outstanding point in applying the mechanism and policy of rural construction to actual conditions in the past 5 years is the taking of "people as the subject", at the grassroots level, people are discussed and selected priority projects and investment items; the State supports part of financial and technical resources, people donate land and working days for infrastructure investment projects.

Regarding the mechanism and implementation perspective, along with implementing 19 new rural criteria is "restructuring agricultural production" towards developing key agricultural products such as "Van Yen cinnamon", "Van Chan tea", "Muong Lo rice"; by June 2025, the southern region of the province has 274 OCOP products certified with 25 products achieving 4 stars, the rest achieving 3 stars.

There are also mechanisms and policies to promote agricultural production organization in the direction of promoting linkages, forming tight value chains; developing community tourism associated with new rural areas.

From a locality with many difficulties, especially in rural areas, Yen Bai province (old) has risen to the top, a bright spot in the Northwest for many years in building new rural areas. It is the province with the first town to reach the finish line (Nghia Lo town, 2020) and the first district in the region to be recognized by the Government as reaching the new rural finish line (Tran Yen district, 2022).

Before the province's merger, as of June 2025, Yen Bai province (old) had 115 out of 146 communes (accounting for 78.8%) recognized as meeting new rural standards, including 39 advanced new rural communes and 13 model new rural communes.

A typical example of a breakthrough in applying mechanisms and policies to local development practices today is that the Provincial People's Committee is completing the Project to build a cross-border economic cooperation zone, Lao Cai (Vietnam) - Yunnan (China) before submitting it to the Government for approval.

The project aims to concretize the policies of the Party, State and Government on border economic development, regional connectivity and promoting regional integration.

The focus of the Cooperation Zone is to form a space for interconnected development, promote trade in goods, services, logistics and people-to-people exchanges, improve border competitiveness, and create new growth momentum for Lao Cai province and the entire Northern Midlands and Mountains region.

The specific objective of the Cooperation Zone is to exploit the strengths of its position as a connecting bridge, regional trade center and international economic corridor of Lao Cai, including promoting the import and export of goods through Lao Cai border gates.

The cooperation zone is a model with new institutions and cooperation mechanisms, with high chances of success, which will then be replicated in other border areas along the entire route.

The flexible, creative and effective application of mechanisms and policies to practical conditions in Lao Cai in recent years has also been demonstrated in a number of areas and tasks such as: policies to attract human resources, administrative reform associated with digital transformation, especially the digital transformation model in rural areas. Implementing strategic breakthroughs in developing synchronous and modern infrastructure and policies to exploit and develop tourism and services.

To concretize this goal, in the northern region of the province, a series of specialized resolutions with long-term vision of the Party Committee were issued from the beginning of the term, which is the basis for issuing accompanying implementation policies.

We can mention the specialized resolutions of the Party Committee on the development of Sa Pa town, Lao Cai city, Bat Xat district (old), resolutions on commodity agricultural production, digital transformation, and personnel work...

Implementing the two-level local government model and the policy of provincial merger is opening up new space, opportunities and development potential for Lao Cai.

The requirement to closely follow reality, flexibly and creatively apply the Party's guidelines, policies and orientations to the province's actual conditions continues to be raised, especially the improvement of mechanisms and policies to effectively exploit new growth drivers.

The Draft Political Report of the Provincial Party Committee presented to the 1st Provincial Party Congress clearly pointed out the orientation of the province's new growth model towards unblocking and liberating the production capacity and resources of economic sectors, especially the private economy, creating a breakthrough in building Lao Cai into a strong growth pole, a center connecting economic trade between Vietnam and ASEAN countries with the Southwest region - China.

The specific and consistent goal is to develop Lao Cai province to ensure "Green, harmony, identity, happiness" associated with the top task of "protecting the border, protecting the people, protecting the forest, protecting the water, and protecting the environment".

In the development process, Lao Cai is always placed in the general development of the region, in which the province holds the position and role of a driving axis, a bridgehead, a center of trade and international economic connection.

Inheriting, promoting achievements and drawing lessons from the previous period, Lao Cai province continues to take people as the center, as well as the driving force and goal of development.

Operational and administrative mechanisms and policies are internal resources, with their own stature and strategic thinking, and the measure of value is the positive changes and development of the locality. This example has always been very clear in Lao Cai over the years.
