Operating Tuyen Quang hydroelectric reservoir ensures safety of works and downstream areas

On the afternoon of September 30, the National Steering Committee for Civil Defense issued Document No. 10 BCĐ-BNNMT to the Ministry of Industry and Trade, the People's Committees of the provinces and cities: Tuyen Quang, Phu Tho, Hanoi, and the Director of Tuyen Quang Hydropower Company on the operation of Tuyen Quang Hydropower reservoir to ensure the safety of the project and downstream.

Closely monitor reservoir operations

Accordingly, due to the impact of storm No. 10, there was heavy rain in Tuyen Quang lake basin, the flow to the lake at 1:00 p.m. on September 30 was 5,550 m3/s, the upstream water level was 120.24 m, 0.24 m higher than the normal water level and the development of rain and flood is still complicated.

To ensure the safety of the project and the downstream area of ​​Tuyen Quang Hydropower Reservoir in the face of complicated developments of floods and rains, the National Civil Defense Steering Committee requested the Ministry of Industry and Trade to direct functional units to closely coordinate with localities, guide and supervise the Owner of Tuyen Quang Hydropower Reservoir in the operation to ensure compliance with procedures and related regulations.

The People's Committees of Tuyen Quang, Phu Tho and Hanoi provinces and cities direct departments, branches and localities to coordinate with the reservoir owner to immediately deploy measures to closely inspect and monitor the operation of the reservoir and deploy plans to ensure downstream safety; proactively inform and promptly warn local authorities and people in downstream areas to proactively respond; prepare forces, means and materials to be ready to handle unusual situations, ensuring absolute safety for works, lives and property of people in downstream areas of the reservoir.

The Director of Tuyen Quang Hydropower Company is responsible for operating according to procedures, ensuring the safety of the project and taking full responsibility if any incident occurs that causes the project to be unsafe or causes damage to people or property in the downstream area.

Close 1 spillway gate at the bottom of Hoa Binh Hydropower Reservoir

On the same afternoon, the Minister of Agriculture and Environment issued Official Dispatch No. 7329/CD-BNNMT to the Director of Hoa Binh Hydropower Company regarding the closure of the bottom spillway of Hoa Binh Hydropower Reservoir.

Accordingly, at 1:00 p.m. on September 30, the upstream water level of Hoa Binh Lake was at 115.47 m, the downstream water level was 14.03 m, the flow to the lake was 3,728 m3/s, the total flow to the downstream was 5,998 m3/s.

Implementing the Inter-reservoir Operation Procedure on the Red River Basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister, Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister amending and supplementing a number of articles of the Inter-reservoir Operation Procedure on the Red River Basin. The Minister of Agriculture and Environment ordered the Director of Hoa Binh Hydropower Company to close 1 bottom spillway gate of Hoa Binh Hydropower Reservoir at 5:00 p.m. on September 30.

Hoa Binh Hydropower Company closely monitors the development of floods, construction safety, flow to the reservoir, upstream and downstream water levels of the reservoir, and promptly reports to the Ministry of Agriculture and Environment (through the Department of Dike Management and Disaster Prevention and Control) and relevant agencies as prescribed.

At the same time, the Ministry of Agriculture and Environment issued Document No. 7330/BNNMT-DD to the People's Committees of the following provinces and cities: Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, Ninh Binh on ensuring downstream safety when operating the Hoa Binh Hydropower Reservoir.

Accordingly, to ensure safety for works and riverside activities, the Ministry of Agriculture and Environment requests the People's Committees of the above provinces and cities to immediately notify authorities at all levels, people, and organizations operating on rivers and along rivers to proactively take measures to ensure and adjust activities appropriately.

Provinces and cities promptly report unusual situations to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention and Control).

Previously, on September 29, the Minister of Agriculture and Environment ordered the Director of Hoa Binh Hydropower Company to open two spillway gates.
