On the morning of October 24, at the group discussion session on the socio-economic report, many National Assembly delegates of Ho Chi Minh City expressed their views related to the health sector.
Accordingly, delegate Pham Khanh Phong Lan was very concerned that many old concerns still had no answers, such as the shortage of input medical equipment and supplies that still existed, mainly due to bidding regulations.
There needs to be a suitable mechanism for hospitals to purchase and bid conveniently to serve the interests of patients (illustrative photo - internet source).
In addition, to improve the quality of medical examination and treatment, Ms. Pham Khanh Phong Lan also suggested promptly supplementing and perfecting regulations on medical socialization to ensure that staff "dare to think and dare to do".
Ms. Pham Khanh Phong Lan also said that the main goal of socialization is to increase autonomy and promote the team's intelligence, not mainly to save money for the budget.
The state budget still needs to be allocated sufficiently and invested appropriately in health care and education , which is a manifestation of the socialist nature.
Also related to this issue, delegate Nguyen Tri Thuc suggested not to hesitate because of fear, there is no mechanism for public hospitals to carry out joint ventures.
“The government needs to soon issue regulations to implement this mechanism to ensure enough medical equipment and supplies to serve the people,” Mr. Thuc said, citing the shortage of blood for treatment in some localities in the western Mekong Delta.
“It's not because people don't donate blood, but because we don't have enough medical supplies to receive donated blood according to regulations, which is very unfortunate.”
Another urgent issue, according to delegate Nguyen Tri Thuc, is the situation of bidding to "run" Circular 14 because this Circular is only effective until December 31, 2023. Instructions for implementing the new Bidding Law (effective from January 1, 2024) are still not available, so if not done quickly, hospitals will not know which regulations to follow.
