Accordingly, the Procuracy proposed that defendant Quan be sentenced to 21-23 years in prison, defendant Nguyen Van Loi (former Director of Nguyen Tam Company) to 13-14 years in prison for the two crimes of "embezzlement of property" and "money laundering"; accused of dispersing more than 67.9 billion VND of embezzled money from her husband (defendant Quan), defendant Nguyen Tran Ngoc Diem (51 years old, former Director of Ngoc Dao Company) was proposed to be sentenced to 2 years and 6 months to 3 years and 6 months in prison.

Today, December 1, the People's Court sentenced defendant Nguyen Minh Quan and his wife.

The Procuracy proposed 6 defendants in the group of crimes "violating bidding regulations causing serious consequences" from 2 years and 6 months to 4 years and 6 months in prison.

Regarding civil liability, according to the Procuracy, although defendant Loi transferred more than 103.6 billion VND to defendant Quan, through comparison and verification of data and books, 4 companies of Loi received 102.52 billion VND through winning the auction of 27 packages at Thu Duc City Hospital. Therefore, based on the principle of benefiting the defendant, the Procuracy determined that the amount of money that defendant Quan appropriated and had to compensate the hospital was 102.52 billion VND.

According to the Procuracy, the defendants' criminal acts were particularly serious. Defendant Quan took advantage of his assigned position and authority, with the aim of appropriating the hospital's money, to establish and use 4 "backyard" companies related to medical equipment; hired Loi to manage and operate the companies, directed Loi to assign employees to create false and roundabout purchase and sale contracts between companies in the group to raise the price of machinery and equipment higher than the market price; directed Loi to create bidding documents, and at the same time directed, controlled, and pressured subordinate employees at the hospital to "collude" with Loi, so that Quan's "backyard" companies won almost all of the hospital's bids, with 27/28 bids. With the above deceitful tricks, defendant Quan successfully appropriated a total of 103.6 billion VND from Thu Duc City Hospital.

This morning (December 1), the jury announced the verdict.
