This Decree stipulates the attraction mechanism and policies, including: criteria; selection process; rights and obligations; responsibilities; assessment; policies for science and technology (S&T) experts, innovation and digital transformation.
The criteria for selecting experts are people with knowledge, qualifications, and research experience in one or more fields of science and technology, innovation, and digital transformation that meet the criteria prescribed by the Government .
For example, meeting one of the specific criteria: being the author or co-author of an excellent scientific and technological research work that has won an international award or has been widely applied, bringing practical results and being suitable for the program, task, science and technology project, innovation and digital transformation expected to participate; having a doctorate from a university in the group of 200 leading universities in the world according to prestigious international rankings and having at least 5 years of teaching, scientific research, technology development at a prestigious research and training institution abroad in a major suitable for the program, task, science and technology project, innovation and digital transformation expected to participate; having a doctorate and having at least 5 years of working in a scientific research position in an international cooperation program or project on science and technology or in the research department of a prestigious enterprise abroad...
The Decree also clearly stipulates the rights, obligations and responsibilities of experts; salaries, bonuses, working conditions and welfare regimes for experts. In particular, salaries are agreed upon in the labor contract for experts, ensuring that they are commensurate with the assigned tasks and consistent with the salary level in the fields of science and technology, innovation and digital transformation in the labor market.
Annual bonuses are decided by the agency, organization, or unit assigned to preside over the implementation of programs, tasks, and projects on science and technology, innovation, and digital transformation based on the results of the assessment of the performance of assigned tasks, up to a maximum of 4 months of salary stated in the labor contract; bonuses obtained from leasing, selling, transferring, assigning the right to use, self-exploiting, and using the results of science and technology, innovation, and digital transformation tasks, etc.
The Government also has policies on health care, rest and annual leave; honors, rewards; policies for experts after they have finished and completed their tasks. In particular, if a foreign expert wishes to have his/her conditions reduced when considering his/her naturalization as prescribed by law.
The Vietnamese government also has policies for family members of experts. In addition to the policies enjoyed with experts according to regulations such as annual 7 days of domestic vacation and financial support of up to 1 month's salary; leave according to regulations of labor law, and round-trip airfare paid once a year, family members of experts (including spouses and children under 18 years old) when in Vietnam also enjoy policies such as support in finding schools and tuition support for children under 18 years old in public educational and training institutions; being provided with a voluntary health care package for the family annually not exceeding 1% of the annual salary stated in the expert's labor contract; being granted multiple-entry visas and temporary residence cards corresponding to the expert's working time (if any)...
