Secretary-General António Guterres respectfully sent his warm regards to the leaders of the Party and State of Vietnam , and expressed his great anticipation of his official visit to Vietnam in late October 2025.

Mr. António Guterres assessed Vietnam as an active member of the UN, a pillar of today's multipolar world, so he believed that emerging economies , including Vietnam , need to have a more worthy voice, representation and role in the global governance system.

Congratulating the Secretary-General on the 80th anniversary of the founding of the United Nations, President Luong Cuong affirmed that Vietnam believes in and supports multilateralism and the central role of the United Nations in global governance.

The President proposed that the UN increase technical support, train high-quality human resources, and mobilize resources for developing countries, including Vietnam , especially in accessing preferential climate finance, new-generation clean technology, and improving response capacity.

The two sides agreed to continue to deepen the Vietnam -UN and ASEAN-UN relations in the coming time, promoting ASEAN's central role in the security and development structure in the region, including resolving disputes in the East Sea by peaceful means, complying with the 1982 United Nations Convention on the Law of the Sea (UNCLOS), as well as making common contributions to global issues.

The President and the Secretary-General emphasized the historic significance of opening the signing of the UN Convention against Cybercrime in Hanoi at the end of October 2025.

On the same afternoon in New York (local time), President Luong Cuong had a meeting with friends, long-time partners, and progressive people of the United States.

Speaking at the event, the President expressed his pleasure to be present at the event at a very meaningful time, as Vietnam and the US celebrate the 30th anniversary of establishing diplomatic relations and the 2nd anniversary of upgrading the Comprehensive Strategic Partnership. The President affirmed that the Party, State and people of Vietnam always remember and cherish the close affection, help and valuable support of the friends and peace-loving people of the US for the Vietnamese people in the past struggle for national independence and reunification, as well as in the cause of building and defending the Fatherland today. With the spirit of "Putting aside the past, overcoming differences, looking towards the future" over the 30 years of establishing diplomatic relations, the President said that the relationship between the two countries Vietnam - US has made great strides in development, Vietnam has become an important trade partner of the US.

The President affirmed that the upgrading of relations to Comprehensive Strategic Partnership for Peace, Cooperation and Sustainable Development in September 2023 is a milestone in the relationship between the two countries, making the Vietnam -US relationship a model of healing and reconciliation in international relations. The President hopes that American friends and partners will continue to contribute to the development of Vietnam and the Vietnam -US Comprehensive Strategic Partnership.

On the evening of September 22, local time, in New York, President Luong Cuong and his wife hosted a solemn reception to celebrate the 80th anniversary of Vietnam's National Day.

On the occasion of attending the High-level General Debate of the 80th Session of the United Nations General Assembly, combined with bilateral activities in the US, on September 22, President Luong Cuong received Austrian Chancellor Christian Stocker; met with Tajikistan President Emomali Rahmon; and Paraguayan President Santiago Peña Palacios.
