In the context of many countries in the world issuing regulations and laws related to AI management, Mr. Tran Van Khai - Deputy Chairman of the National Assembly's Committee on Science, Technology and Environment - said: "Resolution 57 sets the goal that by 2030 Vietnam will be among the leading groups in Southeast Asia in AI. To achieve this goal, it is necessary to soon issue the AI Law. The period of 2025 - 2026 is the right time to create a legal corridor for AI development and management."
The above comment was made by a representative of the National Assembly's Committee on Science, Technology and Environment at the workshop "AI Strategy and National Data Architecture, Organizations and Enterprises" (ASDA 1) organized by the National Data Association in collaboration with the Institute of New Generative Intelligence Technology and Education (IGNITE) on the afternoon of September 10 in Hanoi.
Mr. Tran Van Khai commented that AI is becoming a driving force for development, but also poses challenges. Current laws are not sufficient to regulate the issues raised by AI, so it is necessary to soon promulgate the AI Law to promote safe AI, control risks and protect people.
The representative of the National Assembly's Committee on Science, Technology and Environment also said that there have been initial studies pointing out issues that need to be legalized.
“Humane AI principles, ensuring AI serves humans, respects privacy and ethical values; risk management and transparency, classifying AI according to risk levels, requiring high-risk systems to conduct safety audits, and mandatory labeling of AI-generated content to prevent fake news.
“Data infrastructure combines the mechanism of sharing and managing AI data with the protection of personal data, prioritizing the development of infrastructure to ensure digital sovereignty. Promote innovation, apply incentive mechanisms, promote innovation, allow sandbox testing for AI applications in a controlled environment and clearly define the legal responsibilities of developing organizations and individuals,” Mr. Tran Van Khai emphasized.

At the workshop, Major General Nguyen Ngoc Cuong - Director of the National Data Center (Ministry of Public Security), Vice President of the National Data Association - said that with a large population and fast digital transformation speed, Vietnam is possessing a large "data treasure".
He proposed three things that Vietnam needs to do to take advantage of the golden opportunity to become a strong data nation: Building a unified data governance system based on four pillars of institutions, technology, processes and people; developing comprehensive data mining capacity; building a sustainable data ecosystem, creating a network of stakeholders who benefit together, from the State, businesses to institutes, schools and people.
