Thousands of teachers have their allowances back: Asking for the Provincial Party Committee's opinion

On September 24, speaking with Dan Tri reporter, Mr. Vo Van Canh, Vice Chairman of Dak Lak Provincial People's Committee, said that the locality is asking for opinions from the Provincial Party Committee Standing Committee regarding the collection of incorrect preferential allowances paid to teachers in the area.

"The province has not yet officially responded to the case of collecting money that was not paid properly to teachers. If it is required to collect money to pay the budget, the province has determined that it will not collect it all at once but will extend the collection period a little each year so that teachers do not encounter difficulties and will assign localities to carry out the work gradually," said Mr. Canh.

Regarding the fact that some localities have decided to recover teachers' money when the province has not yet given official instructions, Mr. Canh said that the recovery is not a problem because when discovering that the payment is not in accordance with regulations, some districts have proactively recovered to avoid budget loss.

According to research, Cu M'gar district has over 400 teachers who will have their preferential allowances revoked with an estimated amount of billions of dong.

A leader of the People's Committee of Cu M'gar district said that the district has temporarily stopped paying preferential allowances for teachers in the above areas; as for the cases where teachers were paid incorrect allowances from January to July 31, the district will temporarily withdraw them, but the money will be "suspended" in the state treasury and consult with the province.

"Regarding the preferential allowances paid from June 2021 to December 2013, the district has not yet recovered them but is waiting for instructions from the province. After the district's meeting with teachers, the district made a report to the province and proposed that if forced to recover, the time limit would be extended to 38 months, and a small amount would be recovered each month to create favorable conditions for teachers," shared the leader of the People's Committee of Cu M'gar district.

Similarly, M'Drak district has issued an official dispatch on the recovery of improperly paid preferential allowances to over 200 teachers in the communes of Ea Lai, Ea Rieng, Ea M'lay and M'Drak town. The district will recover according to a 4-point timetable, by June 2025 at the latest.

In Cu Kuin district, the locality has issued a document temporarily suspending preferential allowance payments for teachers in Ea Hu and Ea Ning communes from September 1 until further instructions are issued.

Ms. T. (Ea Kpam commune, Cu M'gar) said that receiving preferential vocational allowances has contributed to bringing good income to teachers. However, when knowing that they are in the group of subjects who have to pay back preferential allowances, Ms. T. and many teachers feel somewhat sad.

"At first, I was very sad when I calculated that I would have nearly 50 million VND taken back, which is a huge amount for a teacher. However, after careful consideration, I knew that this was the state budget, so I agreed to have it taken back, but the collection must be done monthly so that we can still have money to take care of our lives," Ms. T. expressed.

Mr. Le Ngoc Vinh, Deputy Head of the Ethnic Minorities Committee of Dak Lak province, said that according to the Prime Minister 's decision, Dak Lak province only has 130 communes in ethnic minority and mountainous areas (a decrease of 54 communes compared to 2017).

Also according to Mr. Vinh, after the decisions took legal effect, the Ethnic Committee advised the Dak Lak Provincial People's Committee to issue a document to deploy to the grassroots level.

The Deputy Head of the Ethnic Minorities Committee of Dak Lak province wondered why some localities did not know that their communes were not in ethnic minority or mountainous areas, leading to incorrect payment of policies for teachers and having to be revoked.

Recently, Dak Lak Provincial Inspectorate discovered that Buon Ho town paid preferential allowances to teachers teaching at some schools in violation of regulations.

Due to the period from May 2021 and before, Dak Lak had 184 communes, wards and towns in ethnic minority and mountainous areas and from June 4, 2021, Dak Lak province still had 130 communes in ethnic minority and mountainous areas.

Dak Lak Provincial Inspectorate determined that in addition to Buon Ho town, many other localities in the area pay preferential allowances not in accordance with regulations.

The Inspectorate has a written report to the People's Committee of Dak Lak province requesting the policy of collecting the wrongly paid amount to submit to the budget.
