Hai Son Commune builds a model commune in terms of security and order

The specific characteristics of the border area make the work of ensuring political security and social order and safety (SSO) in Hai Son commune always fraught with difficulties and complications. However, with the concerted efforts of the entire political system, especially the Commune Police force, Hai Son is gradually affirming its determination to build a model commune in SSO.

Accordingly, Hai Son Commune Police have proactively grasped the internal and external situation, preventing complicated and unexpected incidents from occurring. The management of foreigners residing and working in the area has been strictly implemented, promptly detecting and handling signs of violations. Training and fostering of professional skills and skills in dealing with people have been carried out periodically, helping the force to become more disciplined, elite, close to the people.

Notably, criminal and drug crimes almost did not arise; economic crimes were controlled with a number of cases being handled effectively in coordination with the Po Hen Border Guard. The work of checking, managing residence, managing conditional business lines, and mobilizing people to hand over weapons, explosives, and supporting tools was also vigorously implemented, contributing to maintaining stability in the area.

In the first 8 months of 2025 alone, the Commune Police discovered and arrested 1 subject transporting 248 laughing gas cylinders, and at the same time increased patrols, controls, and promptly handled administrative violations in the fields of border security and traffic safety and order. Major local political and cultural events are absolutely guaranteed to be safe.

One of the important solutions that Hai Son has implemented is to promote the movement of the entire population to protect national security. The commune police regularly coordinate with departments, branches and organizations to organize legal propaganda, mobilizing people not to participate in illegal immigration and not to use drugs or stimulants.

Self-management models of security and order such as “Self-management of security and order team”, “Security camera”, “Peaceful border - commune without illegal entry and exit”, “Border commune without drugs” are maintained and expanded. These are the “extended arms” of the police force, helping to detect, prevent and promptly handle incidents arising from the grassroots.

At the end of July 2025, the Commune Police successfully organized the Conference "Police listen to people's opinions", directly receiving and responding to people's feedback. In early August 2025, the commune also organized the Festival "All people protect national security", combined with the launch of 2 new models of security and order, attracting the participation of many officials and people.

Along with that, Hai Son Commune Police also focuses on applying digital transformation in management work. The unit effectively implements Project 06 of the Government on developing population data, electronic identification and authentication, and guides people to use online public services at levels 3 and 4.

The commune also expanded the installation of security camera systems on key routes, and increased the application of technology in monitoring and handling violations. Thanks to that, the management of residence, checking temporary residence, temporary absence, and management of foreigners were carried out strictly, transparently, and promptly.

To meet the requirements of the task, the Hai Son Commune Police Party Cell regularly focuses on training political qualities, ethics, and working style for officers and soldiers according to the 6 teachings of Uncle Ho to the People's Police.

With the results achieved, Hai Son Commune Police has promoted its core role in advising the Party Committee and the government, while mobilizing the combined strength of the political system and the people. The security and order situation in the area is basically stable, with no "hot spots" occurring, and the people trust and agree. This is an important basis for Hai Son to realize its determination to become a model commune in security and order, contributing to maintaining peace at the border, serving socio-economic development, and building an increasingly prosperous and civilized border area.

Hai Son commune was established on the basis of merging two communes Bac Son and Hai Son of Mong Cai city before. The commune has mountainous terrain, fertile land, natural forests, large planted forests. Over 90% of the commune's population are ethnic minorities, mainly Dao, Tay, San Chi.

Hai Son is one of the tourist destinations in the 4 routes, 15 experiential tourist destinations of Mong Cai City in the past, with typical traditional cultural features. The Po Hen Martyrs Memorial (Po Hen National Historical Site) attracts thousands of tourists, students and pupils every year. Border patrol routes are being upgraded, opening up opportunities to connect community tourism destinations with tourist destinations of Bac Phong Sinh, Hoanh Mo, Mong Cai International Border Gate... to create a chain of attractive destinations.
