
Quang Phu commune was established on the basis of merging 3 administrative units including Quang Phu commune, Dak Nang commune and Duc Xuyen commune (old). The commune Party Committee was established according to Decision No. 1861-QD/TU, dated June 20, 2025 of Dak Nong Provincial Party Committee. Currently, there are 37 grassroots party organizations with 467 party members.

After nearly three months of operating the two-level local government model, the commune has basically completed the arrangement and consolidation of the organizational structure of the Party Committee, the government, the Fatherland Front and its affiliated unions and party organizations. The apparatus has initially operated smoothly.

From July 1 to September 25, the commune received 2,286 applications, resolved 2,122 applications, and is currently processing 164 applications. The rate of applications returned before the due date and on time reached 99.6%.
The settlement of administrative procedures for people and businesses basically meets the requirements of the assigned tasks. In September 2025, the Commune Public Administration Service Center was ranked 45/124 communes by the province.

Regarding the implementation of the Resolution of the Party Congress for the term 2025 - 2030, up to now, the commune has organized 3 classes to study, disseminate and thoroughly understand; at the same time, directed the subordinate Party cells to proactively develop plans and organize study for each Party member. Propaganda work is diverse with many rich forms such as through the commune radio system, billboards, posters, social networks...

The Commune Party Committee has also led and directed agencies, units and organizations to proactively develop their own programs and work plans that closely follow and concretize the key and core contents of the Congress Resolution.
However, the locality still faces many difficulties in mineral exploitation; land and forest land management; lack of civil servants in many key positions such as industry and trade, economics - finance, land administration - construction and information technology; headquarters and working facilities are degraded; management and operation application software is not synchronous and not connected; rural security has many potential complex factors...

At the meeting, Quang Phu commune proposed that the Provincial Party Committee soon consider directing the addition and transfer of personnel lacking in some key areas. The Provincial People's Committee directed to strengthen the management and supervision of mineral exploitation activities; support the inspection and handling of violations, protect river banks, and limit landslides.
At the same time, it is hoped that the province will soon direct the review and adjustment of land use planning and socio-economic development planning after the merger; organize comprehensive inspections and reviews of public land areas, forest land and areas with disputes, encroachment, and illegal land use that occurred before the merger.

In addition, the locality proposed supporting equipment for managing and processing confidential documents; investing early in upgrading and expanding National Highway 28 and some roads connecting to Quang Hoa and Nam Kar communes (Dak Lak); supporting calling for and attracting investment in key projects and works...
In his concluding remarks, Deputy Secretary of the Provincial Party Committee Luu Van Trung highly appreciated the efforts and attempts in operating the two-level local government of Quang Phu commune in recent times, especially in handling administrative procedures for people and businesses. At the same time, he requested the Party Committee of the commune to continue to improve the Executive Committee and Standing Committee; and rearrange the internal apparatus to ensure the apparatus operates effectively.

Regarding the organization of two-level local government, comrade Luu Van Trung said that initially, the workload was large, there were many new tasks, and the staff did not work smoothly. But after more than 3 months, when they got used to the work and skills, everything went more smoothly. Localities need to continue to encourage staff, civil servants, and public employees to continue promoting the achieved results and have solutions to overcome limitations to improve operational efficiency.
Quang Phu merged from 3 communes, so the number of old commune cadres returning to the locality is greater than some other localities. Initially, the old commune cadres are still confused about the role of the new commune. Therefore, the locality needs to encourage, guide, train and foster this cadre team to gradually improve their skills, expertise and level to adapt to the job.
Commune leaders need to closely monitor and motivate cadres, civil servants, and public employees to fulfill their assigned tasks. The evaluation of cadres needs to be fair, objective, and encouraging, but also needs to frankly point out the limitations and shortcomings in order to find solutions.

The Deputy Secretary of the Provincial Party Committee requested that the locality should focus on planning, 5-year land use plans, education, mineral exploitation, budget collection, disbursement of public investment capital, national defense and security... Regarding poverty reduction, the commune currently has 142 poor households and 407 near-poor households, striving to reduce 50 poor households compared to 2024. Therefore, the commune needs to strive, develop specific plans and mobilize many resources to reduce poverty to achieve the targets set by the Commune Party Committee and the Provincial Party Committee for the 2025-2030 term...
Comrade Luu Van Trung noted that the locality needs to focus on resolving issues that fall under the authority of the commune; at the same time, make recommendations to superiors on issues beyond their authority for timely resolution.
