At the conference, Deputy Minister of Planning and Investment Tran Duy Dong presented a report on the implementation of activities of the Central Highlands Coordination Council. The important content included reviewing and developing specific mechanisms and policies for the Central Highlands region.

Proposing 10 specific policies for the Central Highlands region

According to the Ministry of Planning and Investment , implementing the tasks assigned by the Government and the conclusion of Deputy Prime Minister Tran Luu Quang, Chairman of the Central Highlands Coordination Council, at the first meeting of the Council, the Ministry of Planning and Investment requested ministries, central agencies and localities in the region to develop a review report, research, and propose specific mechanisms and policies for the Central Highlands region.

Based on the 5 principles of policy review and 5 viewpoints and directions for review, the Ministry of Planning and Investment proposes and recommends relevant agencies to research, review, amend, integrate, and integrate mechanisms and policies and focus on allocating resources for implementation to ensure consistency, effectiveness and efficiency of policies, aiming to develop a harmonious combination between economic , cultural, social development, resource and environmental protection closely linked with national defense, security and foreign affairs.

After synthesizing opinions from 12 ministries and 5 Central Highlands provinces, the Ministry of Planning and Investment reported to the Prime Minister on the draft mechanism and specific policies on the development of the Central Highlands region.

Specifically, the draft has 10 specific policies. Specifically:

Policy 1 is to increase the proportion of state capital participating in road traffic projects in the Central Highlands under the public-private partnership method from the current 50% to no more than 70% of the total investment of the project, while meeting related conditions.

Policy 2 is about the competent authority investing in national highway and expressway projects.

Policy 3 on planning management.

Policy 4: Localities in the Central Highlands region are supported to allocate a certain proportion of public investment capital from the central budget with additional targets for localities according to the principles, criteria and norms prescribed for the period 2026-2030, to invest in key infrastructure projects in the province and develop socio-economic infrastructure in the Central Highlands.

Policy 5 is to attract investment and select strategic investors; the policy stipulates the list of priority industries and occupations to attract investment.

Policy 6 is to support housing for poor households and poor ethnic minority households that do not have a house. This policy aims to support housing for poor households in rural areas (not yet enjoying housing support policies), ensuring safe and stable housing, gradually improving living standards, contributing to sustainable hunger eradication and poverty reduction.

Policy 7 is a carbon market pilot.

Policy 8 is to allocate sufficient staff in the education and health sectors according to the norms of competent authorities; allocate additional staff, calculate teacher/class norms for each region, especially mountainous, highland, and particularly difficult areas.

Policy 9: Separate mechanism for adjusting student scholarship levels, staff allowance regime for Ethnic Boarding Schools and investment in educational and training facilities in the Central Highlands region.

Policy 10 is to adjust the standards for forest protection and development.

For sustainable development of the Central Highlands

At the conference, the Central Highlands Coordination Council reviewed more than 1 year of implementing Resolution 23 of the Politburo and the Government's Action Program on socio-economic development, ensuring national defense and security in the Central Highlands; and the 2024 plan of the Central Highlands Coordination Council...

According to the assessment, the Government's Action Program has set out 20 specific economic, social and environmental targets, 23 tasks and 9 important regional projects that need to be implemented by 2030. To date, 10/23 tasks have been completed; the remaining tasks are major projects being coordinated by ministries and localities with agencies to implement according to schedule.

Regarding the list of important, regional linkage projects, construction has commenced and the progress of 1 important national project (Khanh Hoa - Buon Ma Thuot expressway) and 5 key, regional linkage projects have been accelerated; investment procedures for 2 projects are being completed and investment methods for 4 projects are being studied to implement the remaining projects.

The conference also assessed the difficulties and challenges of the Central Highlands region, typically the region's economic growth in 2023 is among the lowest in the country and has not reached the average target in the 2021-2030 period.

At the conference, representatives of leaders of the Central Highlands provinces and central ministries and branches discussed and clarified contents related to the implementation of Resolution No. 23 of the Politburo and the Government's Action Program on socio-economic development, ensuring national defense and security in the Central Highlands region; on planning for the Central Highlands region; reviewing and building specific mechanisms and policies for the Central Highlands region... At the same time, many practical ideas were contributed to the development of the Central Highlands region.

Concluding the conference, Deputy Prime Minister Tran Luu Quang, Chairman of the Central Highlands Coordination Council, acknowledged the positive changes in the Central Highlands region, reflected in economic growth figures, budget revenue, public investment disbursement, etc.

The Deputy Prime Minister said that the Central Government views the Central Highlands not only through the above figures, but also from the perspective that this land is holding the "lungs" for the whole country, the western fence of the Fatherland.

The Central Highlands has 5 provinces with unique cultural identity, solidarity, consensus combined with natural conditions, many well-developed economic models, which will create a very high breakthrough in the future.

Regarding planning, the Deputy Prime Minister requested that a legal framework must be determined for the Central Highlands provinces to develop together in the spirit of cooperation, which is the orientation for sustainable development. With close, systematic, and scientific connections, the Central Highlands provinces can immediately implement three contents, including developing a connecting transport system; developing tourism in chains and routes, effectively exploiting unique cultural identities; sharing and attracting domestic and foreign investment will create motivation, trust and momentum for the Central Highlands to develop sustainably. "If there is a big project, sharing this generously, from the perspective of each locality, some places will gain, some places will lose a little, but in the general development of the whole region, we will benefit greatly," said the Deputy Prime Minister.

According to Deputy Prime Minister Tran Luu Quang, currently, the Central Highlands, like many other regions, is facing huge institutional problems, typically the bauxite planning in the Central Highlands. In addition, there are also personnel work, digital transformation work, etc. The provinces also need to pay attention to implementing the 3 national target programs to ensure quality and progress; clearly define tasks in implementing Resolution 23 and the Government's Action Program.

The Deputy Prime Minister requested the Ministry of Planning and Investment to absorb opinions from localities, ministries and branches and study solutions; leaders of the Central Highlands provinces coordinate with ministries and branches to review and promptly detect shortcomings in institutions, policies and planning to find solutions and ensure development.

The socio-economic and environmental indicators of the Central Highlands region in 2023 achieved modest results compared to the whole country. However, important indicators have increased compared to previous years, such as the economic scale reaching 416.5 trillion VND, equal to 4.01% of the country's GDP (increased compared to 2022, equal to 3.82% of the country); GRDP per capita reaching 67.58 million VND, up 15.7% compared to 2022; the economic structure of the region continues to shift positively, the proportion of the 3 regions in 2023 is 34.09%; 22.54%; 38.76%3 respectively, focusing on service development and the strengths of the region. State budget revenue in the area exceeds 3.5% of the state budget revenue estimate assigned by the Central Government. Total registered FDI capital reached 1.912 billion USD, up 11.9% over the same period in 2022. In the first quarter of 2024, the number of newly registered enterprises was 977, up 7.5% over the same period in 2023.
