Attending and directing the Congress of Quang Ninh Provincial Party Committee this morning, September 26, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang emphasized 6 key groups of tasks for Quang Ninh to continue to be an economic growth pole, an international connection center and soon become a civilized, modern, and happy city directly under the Central Government.

On behalf of the Politburo , Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Council of Theory Nguyen Xuan Thang presented the Central Executive Committee's flower basket congratulating the Congress.

In his speech, Comrade Nguyen Xuan Thang congratulated and praised the comprehensive achievements that the Party Committee, Government and People of Quang Ninh province have achieved in the 2020-2025 term. In the context of a volatile and complicated world , along with major domestic challenges such as the Covid-19 pandemic and the historic storm, Quang Ninh has strongly promoted its revolutionary tradition, the spirit of "Discipline and Unity", solidarity, unity of will and action.

In terms of economy, Quang Ninh has achieved many outstanding results: The average economic growth rate (GRDP) over the past 5 years is estimated at 10.4%/year, 1.7 times higher than the national average. The average GRDP per capita in 2025 will reach over 11,000 USD, approaching the highest level of middle-income countries. The economic structure has shifted strongly from "brown" to "green", with services and processing and manufacturing industries accounting for about 2/3 of GRDP.

The province has persistently implemented three strategic breakthroughs, creating a solid infrastructure foundation with nearly 200km of expressway (the longest in the country) and Van Don international airport. Notably, Quang Ninh has continuously ranked first in the country in terms of PCI index and other indicators of integrity and constructive government, affirming its pioneering and dynamic nature in innovation.

Using technology as a driving force, turning Quang Ninh into an international trade gateway

In addition to the achievements, comrade Nguyen Xuan Thang also frankly pointed out the shortcomings and limitations: some targets have not been achieved (growth rate of total social investment capital, forest coverage rate, rate of trained workers with degrees); growth quality is not sustainable, exploitation of the potential of marine economy, digital economy, night economy is still limited. Low population size, shortage of high-quality human resources; along with inadequacies in the effectiveness and efficiency of state management of resources, minerals, and land.

To realize the goal of building Quang Ninh into a rich, civilized, modern, happy city, soon becoming a centrally-run city, comrade Nguyen Xuan Thang emphasized and noted that the Congress should deeply discuss 6 key groups of tasks for the 2025-2030 term.

Firstly, Quang Ninh needs to analyze and correctly assess the domestic and international context, the major trends that directly impact the special geopolitical and geo-economic position of the province - both a land and sea border province, the northern gateway, to both maintain stability and border security and proactively seize integration opportunities.

Second, continue to promote the building and rectification of a clean and strong Party and political system, perfecting a streamlined, effective and efficient apparatus according to the two-level government model. Persistently and resolutely implement better and more effectively the Central Resolution 4 (Terms XI, XII, XIII), and regulations on exemplary responsibility, especially for leaders.

Third, renewing thinking and development vision, establishing a new growth model with science - technology, innovation, digital transformation, and green transformation as the main driving force. Managing and exploiting minerals in a modern way, associated with deep processing, while promoting the realization of the goal of transforming from a "brown" to a "green" economy. Turning Quang Ninh into an international tourism center with Ha Long - Yen Tu - Van Don and affirming its role as an important growth pole in the economic triangle of Hanoi - Hai Phong - Quang Ninh.

Fourth, continue to promote the implementation of three strategic breakthroughs: developing a synchronous and modern infrastructure system; developing high-quality human resources associated with improving the size and quality of the population; and administrative reform, building an honest and creative government. In particular, promoting the advantages of the expressway system, Van Don airport, and seaport to promote logistics, border trade, and international tourism, gradually turning the province into an international trade gateway.

Fifth, develop culture and people, build a culture rich in Quang Ninh identity. Ensure social security and welfare, implement social progress and justice; improve people's quality of life and happiness; develop a modern and synchronous health system.

Sixth, firmly ensure national defense and security, maintain national border sovereignty, avoid being passive and surprised.
