
The People's Committee of Ho Chi Minh City has just issued a Plan to implement solutions to improve the Public Administration Reform Index (PAR Index) and the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies (SIPAS) in 2025 and the following years. The Plan requires agencies, units, and localities to correctly assess the current situation, closely follow the criteria, proactively propose specific and feasible solutions to improve service quality, increase scores, and improve rankings.
The Chairman of the City People's Committee assigned the heads of departments, branches, sectors, People's Committees of wards, communes, and special zones to effectively implement the administrative reform plan, and at the same time maintain information and regular propaganda so that cadres, civil servants, public employees (CBCCVC), people and businesses clearly understand the meaning, results, models, and reform initiatives that have brought practical results. The City will reward exemplary collectives and individuals, and at the same time strictly handle the responsibility of leaders who cause delays and lack of responsibility in performing tasks.
Regarding institutional reform, the assigned departments and branches are to review and advise on the handling of documents that are no longer appropriate, ensuring consistency, uniformity and feasibility. Regarding administrative procedures, the city strives that by the end of 2025, 100% of eligible administrative procedures will be provided online; 80% of records will be processed online; all file components will be digitized, of which the rate of exploitation and reuse of digitized information will reach 55%. The rate of timely file settlement must reach 98% or more, with complaints and denunciations alone reaching 95%.

The city aims to cut at least 30% of unnecessary business investment conditions, reduce 30% of time and cost of administrative procedure compliance. Along with that, it is necessary to increase the reception and timely handling of feedback and recommendations from people and businesses through many channels such as the national public service portal and hotline 1022.
In the organizational restructuring, the city continues to streamline and improve operational efficiency in the spirit of Resolution 18-NQ/TW, associated with the overall project to reorganize professional agencies and public service units. The staff will be assigned to the right people for the right jobs, focusing on training, fostering, and cultivating office culture and administrative discipline, resolutely not allowing corruption or causing trouble to the people.
One of the major focuses is to promote the development of digital government. Civil servants are required to be the pioneers in submitting documents and paying fees and charges via online services. The city also focuses on completing the technical infrastructure and equipment for the Public Administration Service Center, ensuring stable transmission lines and modern file processing software.
Accordingly, administrative reform is not only about improving the index, but also a key solution to promote socio -economic development. Agencies and units must implement synchronously, associated with completing socio-economic targets assigned by the People's Council and People's Committee of the city, reporting progress monthly, removing obstacles, ensuring common development goals.
