Building a strong and comprehensive Ha Tinh Trade Union organization and an advanced workforce

The leaders of the Vietnam General Confederation of Labor and the provincial leaders requested the Ha Tinh Trade Union Executive Committee for the 2023-2028 term to continue to consolidate a strong organization; pay attention to caring for and protecting the legitimate rights and interests of union members; build a team of union officials, workers and laborers with solid expertise to meet the requirements and tasks in the new situation.

On the afternoon of September 25, the Provincial Labor Federation held a solemn session of the 19th Congress of Ha Tinh Trade Union for the 2023-2028 term.

Attending the congress were: Vice President of the Vietnam General Confederation of Labor Huynh Thanh Xuan, leaders of the Confederation of Labor of the North Central emulation bloc provinces.

On the Ha Tinh side, there were: Provincial Party Secretary Hoang Trung Dung, Standing Deputy Secretary of the Provincial Party Committee Tran The Dung, Chairman of the Provincial People's Committee Vo Trong Hai; former provincial leaders of all periods and 250 official delegates representing more than 70,000 union members in the whole province.

Innovate methods, take good care of workers

Currently, the whole province has 1,503 grassroots trade unions with 70,037 union members, of which female union members account for 57.9%; union members in the business sector account for 38.2%; union members in agencies and administrative units account for 61.8%.

During the 2018-2023 term, trade unions at all levels actively participated in managing, representing and protecting the legitimate rights and interests of union members and employees. Propaganda and ideological and political education work were focused on.

Trade unions at all levels regularly innovate the content and methods of operation, focus on developing union members, and build increasingly strong union organizations. With the motto "Where there are workers, there are unions", during the term, the whole province established 220 grassroots unions (achieving 110% of the target), bringing the total number of grassroots unions in the province to 1,503; admitted more than 22,500 new union members (achieving 150% of the target).

Activities to take care of the practical interests of union members and workers are actively implemented by trade unions at all levels with many creative and effective methods, clearly demonstrating the role and responsibility of trade union organizations.

250 official delegates representing more than 70,000 union members across the province attended the congress.

During the term, Ha Tinh Trade Union at all levels mobilized nearly 71 billion VND (socialization rate over 85%) to give more than 97,400 gifts worth nearly 54.3 billion VND; supported the construction of 615 union houses worth 16.4 billion VND for workers in difficult circumstances.

The Union actively negotiated with enterprises to sign 120 agreements to provide preferential services, creating conditions for nearly 60,000 union members and employees to enjoy preferential policies, with an average benefit of nearly 11.2 billion VND/year. Over 95% of the grassroots unions have successfully implemented the theme "Each grassroots union - One benefit for union members".

The patriotic emulation movement among workers has been widely deployed, closely following practical and professional tasks, contributing to improving productivity, quality, and efficiency of production and business, and completing the socio-economic development goals and tasks of the province and localities.

In particular, the emulation movement "Good workers, creative workers" has affirmed the core and consistent values ​​of the trade union organization, attracting a large number of employees to enthusiastically compete, promote initiatives, improve techniques, and apply new advances in production.

Ha Tinh is the leading unit in the country with more than 32,000 initiatives participating in the Program "75 thousand initiatives to overcome difficulties and develop" and the Program "One million initiatives, efforts to overcome difficulties, creativity, determination to defeat the COVID-19 pandemic" launched by the Vietnam General Confederation of Labor.

The emulation movement to study and improve qualifications has received widespread support from union members, contributing to improving the quality of the workforce, meeting the increasingly deep international integration requirements.

Movements to join hands in building new rural areas, administrative reform, building office culture, "Doing public work - Good at housework", women's work... are also of interest to trade unions at all levels, contributing to the implementation of the political goals and tasks of the province.

Emulation and reward work was carried out promptly, motivating and encouraging the spirit of union members and workers. During the term, 22,251 employees achieved the title of emulation fighter at all levels; 575 groups were awarded emulation flags at all levels; 57 groups and 54 individuals were awarded Labor Medals; 1,581 groups and 4,694 individuals received certificates of merit from the Prime Minister, ministries, central agencies, provincial People's Committee, provincial Labor Federation; tens of thousands of groups and individuals were awarded certificates of merit from all levels and sectors...

With the motto "Innovation - Democracy - Solidarity - Development", the 19th Congress for the 2023 - 2028 term, determined the goal: Building a comprehensively strong Ha Tinh Trade Union; performing well its functions and tasks in the new situation, contributing to bringing a happier life to union members and workers; building a team of advanced and strong workers, worthy of being the pioneer force in carrying out the task of socio-economic development of the province.

The Congress also identified 4 breakthroughs, proposed 11 groups of targets and 11 groups of key tasks and solutions in the coming term. Some of the key targets include: 100% of trade unions in the public administrative sector, state-owned enterprises, and at least 85% of trade unions in non-state-owned enterprises participate with employers in promulgating and implementing grassroots democracy regulations; Trade unions participate in promoting at least 95% of employees to sign labor contracts; 90% of enterprises sign collective labor agreements; 90% of enterprises support shift meals for employees.

Every year, at least 90% of the grassroots trade unions directly above the grassroots level are classified as having completed their tasks well; no grassroots trade unions and grassroots trade unions directly above the grassroots level are classified as having not completed their tasks; recruiting over 15,000 new union members, establishing 150 new grassroots trade unions; supporting the construction of over 500 "Union Shelters"; visiting and giving gifts to over 50,000 union members; supporting the construction of 1-2 dormitories or cultural and sports activity sites to serve workers...

At the congress, the delegates' presentations contributed many ideas and shared good practices in trade union activities and the workers' and laborers' movement. They focused on some main contents such as: the role of trade union communication work; Innovation in trade union activities, building strong organizations, paying attention to training outstanding union members for the Party to recruit; The role of trade unions in launching and spreading patriotic emulation movements...

Building strong unions and advanced workforce

Speaking at the congress, Vice President of the Vietnam General Confederation of Labor Huynh Thanh Xuan acknowledged the achievements of the Ha Tinh Trade Union in the past term and affirmed that these achievements have made important contributions to the overall achievements of the workers' movement and trade union activities nationwide.

In order to deepen trade union activities and build trust among workers in the new context, the Vice President of the Vietnam General Confederation of Labor suggested that Ha Tinh Trade Union should carry out the following key tasks: focus on performing well the representative role in protecting the legitimate rights and interests of union members and workers.

Implement diverse and effective activities to care for the interests of union members; focus on implementing the program "Welfare of union members"; research, advise, and propose to competent authorities to promptly resolve problems related to life, employment, housing, and the material and spiritual life of workers.

Speaking at the congress, Provincial Party Secretary Hoang Trung Dung acknowledged and highly appreciated the efforts and results that trade unions at all levels in the province have achieved in the past term, and affirmed the extremely important role of trade unions and the working class in all areas of political, economic, cultural and social life of the province.

The Provincial Party Secretary suggested that in the new term, Ha Tinh Trade Union should imbibe the goals of Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo on "Innovation of organization and operation of Vietnam Trade Union in the new situation".

Strengthen propaganda work so that union members and workers can grasp their rights and obligations, raise their awareness and political capacity; proactively prevent and stop the practice of enticing and inciting workers and laborers to strike illegally; widely spread examples of good people and good deeds in society.

Trade unions must "take shortcuts, get ahead", and make breakthroughs in proposing solutions for workers to hone their skills, work style, and improve their foreign language and IT skills to confidently participate in the labor market; strengthen coordination and advise on solutions for localities and businesses to call for and retain their children to work in their hometowns.

Trade unions at all levels must regularly grasp the thoughts and aspirations of workers and take care of their lives; coordinate with agencies and enterprises to pay attention to salary and insurance regimes; create an environment for union members to improve their physical and mental health and restore their labor force.
