According to the regulations of the High School Graduation Exam Regulations, in case of errors in the exam papers discovered during the printing and copying process or during the exam, the leaders of the Examination Council must immediately report to the National Steering Committee for a solution. Any unusual cases regarding the exam papers must be reported to the Steering Committees at all levels for consideration and decision.
The National Steering Committee is fully responsible for handling the situation of leaked exam questions. When there is an official conclusion about leaked exam questions, the National Steering Committee decides to suspend the exam/subject that has leaked exam questions and organize the exam/subject with the backup exam questions at an appropriate time, after the last exam session of the exam period.
According to regulations, exam questions and answers that have not been made public are classified as "Top Secret" state secrets. Unused backup exam questions will be automatically declassified immediately after the end of the exam time for the last subject/test of the Exam.
The period of protection of "Top Secret" state secrets for exam questions/subjects only ends when the test time for multiple-choice exams/subjects ends and two-thirds (2/3) of the test time for essay exams ends.
At the examination sites, exam papers and test papers must be kept in separate cabinets. The cabinets containing exam papers and test papers must be secure, locked and sealed, and the key must be kept by the Head of the examination site. When opening the seal, it must be witnessed by those who signed the seal label, and a record must be made stating the opening time, reason for opening, and seal status.
The area where candidates' exam papers and test papers are stored has police on duty, guarded 24 hours a day, and must ensure fire and explosion prevention and safety.
The room where the exam papers and test papers are stored must be safe and secure; have security cameras to monitor and record activities in the room 24 hours a day; have police on duty and guard 24 hours a day; have a Deputy Head of the Examination Site who is a person from a high school where no candidates are taking the exam at the Examination Site on duty in the room during the time the exam papers and test papers are stored at the Examination Site.
On exam days only, the time on duty at the exam paper storage room of the Deputy Head of the Exam Site is calculated from the time the last exam session of the previous exam day ends to the time the first exam session of the next exam day begins.
