Will enforce land acquisition
According to the Prime Minister's direction, the compensation and site clearance work for the Quang Ngai-Hoai Nhon Expressway must be completed before April 30. However, there are still many backlogs along the main route. The biggest problem lies in the two districts of Nghia Hanh and Tu Nghia, especially the area at the beginning of the route connecting to the Da Nang -Quang Ngai Expressway in Nghia Ky commune.
On the main route of the project, there are still many houses of people who have not been relocated.
In fact, in the section from km0 to km1, houses are still close together, people still live normally and there are not many signs that this area is the main route of the national key project under construction. The few people who agreed to hand over the site are in the process of demolishing their houses.
According to the assessment of Quang Ngai province, compensation and site clearance work for the expressway through Tu Nghia district is not yet guaranteed.
Chairman of Tu Nghia District People's Committee Nguyen Dang Vinh said that the people have not agreed with the compensation level. Specifically, the whole district still has 38 households that have not agreed (7 households built houses on agricultural land and have no other residential land). Because the legal basis is not clear, there is not enough basis to consider and resolve according to regulations, so the district must persistently campaign to find a common voice to resolve the issue step by step.
"The locality will persistently mobilize and focus on resolving these cases in the spirit of solving them where they are difficult. In cases where the highest compensation regulations have been applied but people do not comply, construction protection will be carried out," said Mr. Vinh.
As of April 30, the area of land cleared by Quang Ngai province is 489/494 hectares, reaching 99% of the total planned area. Currently, there are 59 households/4.94 hectares that have not yet handed over the main route.
Director of Project Management Board 2 Le Thang said that the construction progress of the project through Quang Ngai has reached about 22%, behind schedule. The reason is due to land clearance problems and limited material resources. As for land clearance, the remaining percentage is very small, but the problem points are spread out with 44 points of trees and houses and 33 points of infrastructure that have not been relocated.
Director of Project Management Board 2 Le Thang proposed that Quang Ngai province soon remove difficulties in site clearance, especially the location of the critical point to ensure site clearance for the contractor to construct.
"Many of the problems are at critical points such as bridges and culverts, which need to be resolved soon. Contractors are taking advantage of favorable weather to speed up construction, but with this level of land, it is difficult to increase production. The rainy season will make it even more difficult, while the remaining time to complete the project is not much. I hope Quang Ngai province will focus on clearing the land as directed by the Prime Minister," Mr. Thang suggested.
At the working session with relevant parties to discuss solutions to remove obstacles regarding land clearance on May 7, Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien requested relevant agencies and units to clarify the causes and propose solutions for implementation.
The entire route has 1% of the area yet to be completed, and localities must review each case and resolve it satisfactorily according to the law. All problems must be reported specifically and promptly so that the Provincial People's Committee can direct the resolution in accordance with the central government's direction. If the people continue to disagree, enforcement and land repossession will be carried out.
"Before enforcing, hold a meeting with the people and invite the media to widely disseminate information to create consensus and unity. More than anyone else, the relevant agencies must uphold their spirit and responsibility, closely coordinate and start handling each task. Focus on the bottlenecks that affect the progress critical path," Mr. Hien noted.
End the material mine problem in May
Regarding the material mines, the contractor representative said that up to now, Quang Ngai province has only licensed the exploitation of 7/10 earth mines, but in reality, there are only 4 mines in operation including: Me Son, Nui Thi 1, Nui Thi 2 and Doi Doc Cao with a total reserve of about 2.93 million m3.
Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien requested to enforce land recovery for the main route.
For the 3 unexploited earth mines Truong Oi, Bren and Doi Doc Co with total reserves of about 2.39 million m3. Thus, to meet the source of earth filling materials for the project, it is necessary to add about 2.2 million m3.
Meanwhile, Truong Oi mine has a surveyed reserve of about 1 million m3 located in Nghia Ky commune. For more than a year, the contractor has not been able to open the mine because they have not reached an agreement with the people on compensation and support for site clearance, so it has not been exploited.
Currently, the contractor has added the Van Xuan Village (Nghia Hanh) soil mine with a reserve of about 530 thousand m3 that has passed the reserve approval and environmental impact assessment report. In addition, 5 new soil mines with a reserve of about 2.4 million m3 are added, including: Nui Thi 4, Nui Cam Ong Thi, Nui Da Ke, Nui Be and reclaimed soil at An Son Industrial Park to serve the construction of the XL1 package.
Meanwhile, the sand source needed for the entire project is 1.3 million m3, but up to now, Quang Ngai province has only licensed the exploitation of 3/5 sand mines and is currently short of about 400,000 m3.
A representative of Project Management Board 2 said that contractors granted mineral mines reported many difficulties, especially compensation for trees and crops on the land and agreement on transportation routes from the mine to the construction site.
Mining licensing procedures are still lengthy, affecting mining operations. Land acquisition contracts with local professional units are still facing difficulties because these units are overloaded with work.
"To ensure the source of construction materials for the project, the Board will direct the contractor to coordinate with relevant agencies of Quang Ngai to remove obstacles regarding material mines. However, during the implementation process, we hope that Quang Ngai province will support us so that the material mines can be put into operation soon to better serve the roadbed construction, especially the first section of the route," said a representative of Board 2.
Quang Ngai province said it will completely handle the existing problems to put the material mines provided to contractors into operation in May.
Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien affirmed: Quang Ngai does not lack expensive land for project construction, the problem here is that many stages, many positions from contractors, investors to provincial agencies are not closely monitored, do not have determination leading to "blockage".
The province will direct specialized agencies such as the Department of Natural Resources and Environment, Construction, and localities to take action. In particular, it will focus on guiding contractors to develop crop support plans during the mining period for approval and implementation to ensure materials for project construction.
"For licensed mines, contractors are requested to coordinate with local authorities to resolve problems and put the mines into operation. This May, the province will license all remaining soil and sand mines so that contractors can start exploiting them to serve the project's construction," said Mr. Hien.
