On the afternoon of November 12, continuing the question and answer session of National Assembly deputies on the field of information and communication, Minister of Public Security Luong Tam Quang and Deputy Prime Minister Ho Duc Phoc reported and clarified a number of related issues raised at the question and answer session. National Assembly Chairman Tran Thanh Man chaired the meeting.
Do not allow organizations or individuals to spread fake news that affects security and order.
Clarifying some consequences and implications related to fake news and false news, Minister of Public Security Luong Tam Quang affirmed that fake news and false news cause unpredictable consequences, many serious consequences, and are becoming a major threat to the socio-economic situation, even directly threatening national sovereignty and global security.
Common illegal acts on social networks today include: creating, disseminating, posting, sharing, storing fake news, false news; distorting the Party's guidelines, policies and laws of the State, destroying the great solidarity bloc; distorting, defaming, and discrediting organizations and individuals, causing confusing information, affecting the health, life and activities of the People, infringing on the legitimate rights and interests, affecting the reputation and honor of organizations and individuals...
Some subjects take advantage of the live broadcast function on social networking platforms to speak and propagate content containing fake news, false news, negatively affecting social mood and security and order. The consequences of fake news also affect economic development, especially for the stock market and real estate finance; there is information that causes capital loss of thousands of billions of VND on the stock market.
In addition, there have been a number of other notable behaviors such as the act of establishing and using negative groups, causing distorted perceptions, inciting deviant and violent behaviors, promoting superstitious, depraved, and sexually stimulating practices as the delegates have reflected; the act of establishing groups to inform, counter, incite, protest, and oppose the authorities...
Regarding solutions to this situation, the Minister said that he would grasp the situation, fight against and strictly handle according to the law those who commit violations of the law on cyberspace and social networks. In particular, the legal responsibility for those who spread fake news or false news according to the current law, can be handled administratively or criminally according to the Government's decree and the provisions of the Penal Code.
However, the Minister admitted that the current administrative fines are not enough to deter (from 5 to 10 million VND); there is a lack of specific quantitative regulations to determine the handling of administrative violations or criminal prosecution for acts of posting fake news or false information on cyberspace. For example, to what extent is the insult to the honor and dignity of others considered serious, while simply fabricating or spreading things that are clearly untrue, with the aim of seriously insulting the honor and dignity of others, is enough to constitute a crime. Therefore, in the recommendation to handle in the direction of not considering the consequences of these acts to handle them with enough deterrence.
Another solution, according to the Minister of Public Security, is to fight against erroneous, hostile views, fake news, and false information; at the same time, propagate and orient public opinion to raise people's awareness, especially those using social networks, to create resistance to fake news, false information, especially distorted and provocative information to fight and expose the tricks of criminals on cyberspace and social networks.
The Ministry of Public Security, when cooperating in the fight against crime with law enforcement agencies of other countries, agrees to fight and cooperate in sharing information; the principle is not to allow any organization or individual to provide fake or untrue information that affects security, order, social safety, or organizations or individuals of other countries.
Tighten the principles and purposes of newspapers and magazines
Clarifying a number of related issues raised at the question and answer session, Deputy Prime Minister and Minister of Finance Ho Duc Phoc emphasized that our era is the era of industry 4.0, the economy is moving towards a green economy, especially a digital economy, in which the information technology sector is key. For information technology to develop, the Deputy Prime Minister emphasized 5 core pillars: information technology infrastructure; big data; information technology security, network security; human resources; information technology applications such as AI, internet of things, cloud computing, etc.
Regarding the group of press and social network issues, the Deputy Prime Minister emphasized that revolutionary press has proactively promoted propaganda on Party building, socio-economic development, culture, and history, creating consensus and trust for society, orienting public opinion and setting examples of good people and good deeds, honoring role models for society to learn from.
For the press to develop in the coming time, the Deputy Prime Minister stated that we must perfect the press law and related laws. Strengthen training and coaching to keep up with technology and the elements of the times. Orientate propaganda and provide accurate, fresh, correct and highly topical information. Tighten the criteria, principles and purposes of newspapers and magazines today. Inspect, check and handle strictly and promptly. Innovate and strengthen financial mechanisms for press agencies, including tax policies.
Speaking at the end of the third group of issues in the field of information and communication, National Assembly Chairman Tran Thanh Man said that the question and answer session was lively. At the question and answer session, 36 National Assembly deputies questioned and 9 delegates debated. With experience in state management and the third time the Minister of Information and Communication answered questions before the National Assembly, Minister Nguyen Manh Hung carefully prepared the content, answered quite fully the remaining issues, limitations, and had solutions to implement in the coming time.
The National Assembly Chairman emphasized that, through the question and answer session, it was shown that in recent times, state management in the field of information and communication has achieved positive results. The Vietnamese press has made progress, meeting the diverse information needs of the public, effectively propagating the Party's policies and the State's laws... Besides, there are still shortcomings and limitations such as: the situation of press agencies, especially magazines, not operating closely to their principles and purposes; some press agencies have indulged in exploiting the negative aspects and limitations of agencies, organizations, businesses and individuals for personal gain.
Through the question and answer session, the National Assembly Chairman requested the Government, the Ministry of Information and Communications, and relevant ministries and branches to effectively implement the proposed solutions, continue to review, amend, and supplement regulations on information and communication to ensure unity, synchronization, effectiveness, efficiency, and development. Direct research to amend and supplement the Press Law to ensure quality. Soon issue a Plan for developing the network of press, radio, television, electronic information, and publishing establishments for the period 2021 - 2030, with a vision to 2050. Effectively implement the Strategy for digital transformation of the press until 2025, with a vision to 2030.
