On December 1, Prime Minister Pham Minh Chinh signed Official Dispatch No. 1284/CD-TTg on strengthening the management and use of electronic invoices for petroleum business and retail activities.

The Prime Minister requested the Minister of Finance to resolutely direct tax authorities at all levels to continue to promote and diversify measures and solutions to disseminate to taxpayers, stores and petroleum trading enterprises the regulations on issuing electronic invoices for each sale in Decree No. 123/2020/ND-CP of the Government regulating invoices and documents. The Ministry of Finance shall preside over and coordinate with the Ministers of the Ministry of Industry and Trade, Ministry of Science and Technology, Ministry of Information and Communications, Ministry of Public Security and Chairmen of People's Committees of provinces and cities to immediately deploy synchronous and effective solutions, resolutely requesting petroleum trading units to issue electronic invoices for each sale at petroleum retail stores and connect data with tax authorities according to regulations; to be completed in December 2023.

The Minister of Finance shall preside over and coordinate with the Minister of Public Security, the Minister of Information and Communications and relevant agencies to build and perfect the information technology system for electronic invoices, ensuring that the reception and connection of electronic invoice information by tax authorities is smooth and convenient, contributing to improving the efficiency of tax management; to be completed no later than the first quarter of 2024. At the same time, direct tax authorities to coordinate with the police and other relevant agencies to strengthen inspection and examination of electronic invoice issuance at petrol stations, ensuring compliance with legal regulations, and strictly handle according to law if not implemented or intentionally not implemented.

The Prime Minister assigned the Minister of Industry and Trade to direct market management agencies to closely monitor, organize inspections and audits of compliance with legal regulations on petroleum trading by petroleum trading establishments in the area, strictly and promptly handle all violations of regulations on petroleum trading conditions; coordinate with tax authorities to inspect, monitor and handle violations of the law on electronic invoices for each sale of petroleum trading units in accordance with legal regulations.

Ministers and heads of relevant agencies closely coordinate with the Minister of Finance in connecting, sharing information, data, inspection, examination and supervision of the issuance and use of electronic invoices, especially in the petroleum sector... to improve the efficiency and effectiveness of tax management, prevent fraud, tax evasion and tax loss.

The Prime Minister also assigned the Chairmen of the People's Committees of provinces and cities to direct local agencies (finance, industry and trade, police, communications, planning and investment, science and technology, etc.) to closely coordinate with tax authorities to grasp the current situation of electronic invoice implementation for each sale; the level and ability to meet the implementation of electronic invoices for each sale, and connect with tax authorities of local gasoline retail stores. From there, advise and propose to the Chairmen of the People's Committees of provinces and cities drastic solutions and measures to promote and supervise gasoline retail units in the area to issue electronic invoices after each sale according to regulations.

Chairmen of People's Committees of provinces and cities shall strengthen the direction of local departments and branches to closely coordinate with tax authorities to promote management, inspection, supervision, detection and strict handling of violations, non-implementation or intentional non-implementation of issuing electronic invoices for each sale of petroleum retail activities in the locality and electronic connection with tax authorities.

The Prime Minister assigned Deputy Prime Minister Le Minh Khai to directly direct and inspect the implementation of this dispatch.
