According to Tuoi Tre Online, a common limitation of many university councils today is the insubstantial participation of members, especially outsiders. Many people do not understand university education, school culture or do not have the time or passion to contribute.
These people only participate to gain popularity and to have enough members, and are often absent, not giving strategic opinions. Meanwhile, internal members are afraid to give opposing opinions for fear of losing the favor of the leadership or affecting their personal interests.
Another limitation is that the selection of school board members is based on a proportional structure rather than on competence and experience. Some people are appointed to the school board not because they are capable of contributing to the development of the school but because they belong to the governing body or have close relationships with school leaders. This causes many school boards to lose their real power and independence, because the members are not capable of making strategic decisions for the development of the school. In addition, the authority of the school board is not really clear.
After reviewing the feedback, Deputy Prime Minister Le Thanh Long requested the Ministry of Education and Training to review and evaluate the implementation of the Party's policies and legal regulations on university councils; promptly take corrective measures for universities that have not strictly implemented the Party's policies and legal regulations, allowing the school councils to exist in a formal manner and operate ineffectively; promptly report and propose and recommend to competent authorities on newly arising issues, issues beyond their authority or requiring amendments and supplements to relevant regulations.
