On August 5, the Ho Chi Minh City Department of Health sent a document to public and non-public medical examination and treatment facilities, the Department of Culture and Social Affairs of wards, communes, and special zones on instructions for transferring patients between medical examination and treatment facilities in the city.
Previously, January 1, 2025, the Ministry of Health issued Circular No. 01/2025/TT-BYT detailing and guiding the implementation of a number of articles of the Law on Health Insurance (HI).
There are regulations on transferring patients from primary medical examination and treatment facilities to specialized medical examination and treatment facilities in cases where the capacity of primary medical examination and treatment facilities in the province is beyond the capacity.
After more than 4 months of implementation, the Department of Health has recorded that most medical facilities have properly implemented the provisions of the Circular and created favorable conditions for people to enjoy health insurance benefits, reducing administrative procedures.
In order to continue ensuring the rights of the people, the Department of Health recommends that medical facilities continue to unify the list of diseases and groups of diseases that are transferred directly from primary to specialized medical examination and treatment facilities.
Medical facilities, based on the list of diseases and groups of diseases, transfer patients for health insurance examination and treatment according to regulations.
For the remaining cases, the units must comply with the regulations on transferring patients between health examination and treatment facilities covered by health insurance in the correct order.
Previously, medical examination and treatment facilities were divided into 4 levels. Specifically, central level and equivalent (level 1); provincial level and equivalent (level 2); district, county, town and equivalent (level 3) and commune, ward, town and equivalent (level 4).
According to the new Law on Medical Examination and Treatment, medical examination and treatment facilities will be divided into three levels of technical expertise: initial level, basic level and advanced level.
